This is a limited term position. The person appointed to this limited term position will be designated as a limited duration employee whose appointment shall not exceed the end of 2017 except for the extension of grants or funding from outside sources.
The Energy Performance Reporting Specialist for the Bureau of Planning and Sustainability's Green Building Program is responsible for providing technical assistance to support Portland's Commercial Building Energy Performance Reporting Policy and Help Desk. This position works closely with Portland's commercial building industry, local energy utilities, and energy efficiency service and incentive providers. This position provides expert technical support to owners or their agents by phone, email and in-person on policy compliance and how to use ENERGY STAR Portfolio Manager, a free web-based program offered by the US Environmental Protection Agency. This position is also responsible for tracking inquiries in a Microsoft Access database and creating reports about the number and types of inquiries on a monthly basis. This position will also connect interested building owners and managers to energy efficiency incentive providers and coordinate with utilities to make energy reporting as efficient as possible for all parties. Finally, this position will update "how-to" guides, website content and other written materials for successful compliance with program requirements based on frequently asked questions.
Knowledge of and experience with Microsoft Office software, including Access, is desirable although not required.

To Qualify:
The following minimum qualifications are required for this position and must be specifically addressed / demonstrated in your cover letter and resume:
Knowledge of current practices, resources and developments in the energy efficiency industry.
Knowledge of and experience using ENERGY STAR Portfolio Manager or similar resource tracking tool.
Skill in oral and written communications, including preparation of reports, e-mail correspondence and website materials.
Ability and experience necessary to collect and analyze data related to the compliance with the policy.
Ability to analyze, interpret, explain and apply relevant laws, ordinances, administrative rules and policies.
Ability to exercise tact and diplomacy in dealing with sensitive customer issues and situations.
