The Position
The Bureau of Planning and Sustainability will be hiring a Waster Policy and Planning Coordinator (Coordinator II). The Waste Policy and Planning Coordinator will perform program administration tasks, engage with partners and undertake analysis in support of the effective and equitable implementation of BPS’ garbage, recycling and compost programs.
Examples of Job Responsibilities Include:
Lead Bureau’s implementation of METRO’s 2030 regional waste plan. Includes identifying partners, engagement opportunities, actions and strategies specific to implementation in Portland.
Implement and maintain intergovernmental agreement with METRO, ensure compliance, and create and submit annual report..
Assist in the development and evaluation of a ratepayer hardship assistance program.
Update and enhance policies in order to improve service at Multifamily properties.
Develop and update city code and administrative rules pertaining to solid waste, recycling, and composting.
Additional tasks will include; supporting state-level legislation that aligns with the Bureau’s sustainable consumption and production goals and serving on METRO regional waste plan implementation work groups.
The Waste Policy and Planning Coordinator will work as part of a team focused on the delivery of high-quality garbage, recyclable and compostable material collection to all Portland residents and businesses and will report to the Materials Management Manager.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. In the future, current positions classified as “full-time remote” could: 1) become a remote/onsite mix or 2) revert to full-time at a city work location. To Qualify
Applicants must specifically address and demonstrate in their responses to the supplemental questions and their résumé how their education, training, work experience, and/or lived experience, meets each of the following minimum qualifications:
Skill in negotiating with representatives of regulatory agencies to resolve technical and/or compliance issues.
Ability and skill collecting, evaluating and interpreting data, either in statistical or narrative form and maintaining files, records and documentation.
Ability to collaborate with communities of color and people traditionally underrepresented in local decision-making; facilitate inclusive participation in programs and activities; communicate cross-culturally.
A preferred qualification for the successful candidate would be:
Knowledge of rules, regulations, and policies governing solid waste management.
