    Clark County’s Solid Waste program is seeking applicants for the position of Solid Waste Program Manager II (PMII). This position will lead a dynamic team that provides long-term solid waste planning, program development and evaluation, contract management for solid waste services, public engagement, and outreach and education. We are excited to bring someone on board with experience in developing and managing solid waste service contracts and outreach programs and work plans. We are looking for strong communication and time management skills, and an ability to quickly develop effective working relationships with a broad array of partners.

    Other EPH programs or services may also fall under the auspices of this position at the direction of the Environmental Health Director. Organizational responsibilities include understanding and promoting the public health mission of the department; providing courteous, respectful, efficient customer service to all Public Health Department clients; honoring diversity of all department employees and constituents; and participating in health department trainings. This position reports to the Environmental Health Program Manager III.

    The Solid Waste Program Manager II ensures the quality, effectiveness, and equitability of Environmental Public Health programs to maintain and improve health outcomes for Clark County residents and visitors. Work is performed in concert with the other Program Managers to ensure consistency, work unit cross collaboration, strategic program development, innovative service delivery and continuous quality improvement as well as effective application of policies and regulations across all programs.

    This work is accomplished by:
    • Transferring knowledge, research and best practices to staff, other managers, and community partners;
    • Application of management and supervisory skills;
    • Ensuring ethical and equitable practice and evaluation of programs, services and contract delivery

    Qualifications

    ESSENTIAL FUNCTIONS

    This position will be responsible for the following:

    • Program Leadership

      • Lead team in developing coordinated, integrated workplans for outreach and operations teams

      • Work with team and program data to identify and measure the impacts and outcomes of work against the Solid Waste Management Plan

      • Assist team in developing, implementing, and evaluating new programs or strategies to address community and industry needs within the solid waste system

      • Oversee special waste management capital projects, provide leadership, direction and guidance in waste management implementation strategies and procedures; assure effective communication and collaboration in developing strategies and resolutions

      • Create a collaborative, trusting, and engaging work environment

      • Establish annual professional goals with direct reports with regular monitoring and evaluation

      • Lead review, recruitment and onboarding process for team vacancies or additional positions

      • Organize and delegate daily assignments and projects to team members

      • Address team performance issues within the guidelines set by HR and Union Contract policies

      • Manage team schedules, timecards, leave, remote work and other related matters

      • Apply State, County and department policy expectations

    • Communication

      • Serve as primary liaison with key stakeholder groups including Clark County Council, Regional Solid Waste System Steering Committee, contracted service providers, statewide agencies, etc.

      • Collaborate and maintain communication and relationships with other county departments.

      • Oversee outreach coordination and partnership development ensuring equitable and including community engagement are foundational to outreach, education, and collaboration.

    • Budget

      • Manage budge preparation and administration; monitor and control expenditures; collect operational and administrative information and analyze reports for usage statistics.

      • Lead annual budget development process

      • Monitor and manage annual budget

      • Guide team in developing and managing Local Solid Waste Financial Assistance grant.

      • Guide team monitoring and managing aspects of program budget

      • Evaluate and approve expenditures.

      • Guide team in the development and management of contracts and purchasing.

    • Other responsibilities or department support at the direction of the environmental health director

    QUALIFICATIONS

    Requires a bachelor’s degree in public health, environmental management, environmental science, or a closely related field; Master’s degree is preferred. The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire. 

    At least four years of related experience including supervision.  Strong management experience with demonstrated success in program development and leading organizational change will be valued over educational experience alone.  Additional areas of Environmental Health knowledge are desirable as well as experience related to emergency preparedness and other more general public health programs. 

    Any combination of education, experience and training that demonstrates the ability to perform the work will be considered. 

    PREFERRED ABILITIES AND EXPERIENCE

    Ideal candidates should be able to demonstrate experiences and abilities in the following areas:

    • Working understanding and knowledge of local, State, and federal statutes pertaining to solid waste management

    • Principles, practices, and standards of solid waste programs with special emphasis on facilities, operations, transportation, outreach, customer service, and long-term planning

    • Personnel and leadership principles and practices including coaching, professional development, recognition, hiring, discipline, evaluation, and discharge

    • Overseeing and administrating grants and contracts, including evaluating contractor performance and contract enforcement

    • Evaluating solid waste programs against performance metrics and goals outlined in the Solid Waste Management Plan

    • Communicate effectively orally and in writing, including effective presentations for both large and small audiences

    • Evaluate program performance through the lens of racial equity including but not limited to access to and impact of the system on communities of color, the elderly, and other underserved population in Clark County,

    • Establishing and maintaining effective working relationships

    • Leading the collaborative development and management of program work plans

    • Experience exercising independent judgment, problem-solving, and taking initiative within established procedures and guidelines

    • Experience managing or operating within Clark County’s Solid Waste program, or other similar programs

    • Interest and willingness to continuously improve in the areas listed above, and to apply new information and changes in the technological, social, and environmental landscape to how work is accomplished and evaluated

    Knowledge of:  principles and practices of program operations; principles and practices of project management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development, justification, monitoring and forecasting; principles and practices of quality assurance and quality improvement; qualitative and quantitative data for use in strategic planning and decision-making; key components of cultural competency; awareness of differences, attitude to examine believes and values, knowledge of differences and skills to effectively and appropriately work across cultures; core competencies for Public Health Professionals and uses them to identify professional growth opportunities.

    Other Necessary Qualifications:

    • Must be able to respond to public health emergencies or exercises at any time, except while on scheduled vacation or other leave. In addition, leaves may be cancelled under public health emergencies.

    • Must protect the privacy and security of protected health information as defined in State and Federal law.

    • Must adhere to OSHA/WISHA guidelines, including but not limited to timely completion of mandatory trainings.

    • Possess a valid driver’s license, vehicle insurance and has access to reliable transportation.

    • Must adhere to the Department employee immunity policy and provide documents as requested.

    • Maintenance of specific licenses (if appropriate).
