The Coordinator will help manage Metro’s newly created Civic Engagement Capacity Building grant program. This position will help foster and promote innovative strategies for partnering with the region’s diverse community based organizations. The Civic Engagement Capacity Building grant program, co-created by Metro Council, staff and community partners, supports civic and community engagement capacity among community-based organizations (CBOs) who serve Black, Indigenous, Latinx, API and low income communities. This multi-year grant program will work to build trusted relationships, address the increasing demand Metro is placing on CBO partners, expand community networks to include more BIPOC leaders into Metro processes and decision-making, and strengthen coalition building so together we can deliver on region-wide efforts to advance livability and racial equity.

The Civic Engagement and Outreach Coordinator position is located in Metro’s Diversity, Equity and Inclusion Program located within the Office of the COO. This position will be a member of the Regional Impact Program Team which focuses on strategies to advance racial equity through Metro’s programs, policies, and investments.

What you will do
In this position, you will be responsible for continuing the co-creation of the Civic Engagement Capacity Building grant program with Metro staff and community partners. Through this program you will help Metro build new strategic civic partnerships that elevate Black, Indigenous, Latinx, API and low–income community voices and influence in Metro systems and processes. Specific duties will include:

Civic Engagement Capacity Building:

  • Develop and manage a work plan for program development, implementation and evaluation of the Civic Engagement Capacity Building grants program and potential new programs that develop.

  • Maintain advanced knowledge of the nonprofit funding landscape, particularly as it relates to BIPOC- led organizations and organizations focused on civic and community engagement with BIPOC communities.

  • Support Metro's Diversity, Equity and Inclusion Program Director in collaborations with external partners in philanthropy and partner agencies to advance civic engagement in the region.

  • Support grantees and Metro procurement staff in co-creating contracts.

  • Establish, manage and maintain long-term relationships and build trust between Metro Council, Metro staff and the selected community-based organizations through the three-year grant program.

  • Produce communications material, including presentations, reports, stories, and strategy documents to share learnings and further grow the program Collaborate with other Metro grant managers to share best practices and learning around grant management using a racial equity lens.


DEI and Regional Impact Team Support:

  • Participate in and support DEI and Regional Impact team meetings, events, and activities.

  • Support the creation of documents, presentations, and talking points for DEI and Regional Impact projects.


Traits for success:

  • Proven experience working with and building relationships with culturally specific organizations, demonstrated through established relationships with individuals and organizations within these communities.

  • Excellent written and verbal communication skills to distil and effectively communicate complex concepts and projects.

  • Understanding of the landscape of nonprofit civic engagement and BIPOC-led organizations Solutions oriented approach to navigating challenging relationships and political dynamics.

  • Ability to process feedback and input form a variety of stakeholders and perspectives in order to build collaboration and advance shared goals.

  • Strong familiarity with systems that create racial barriers and the historical and current conditions affecting diverse communities.

  • Strong familiarity with social change practices, particularly in racial justice and related fields (e.g., poverty, labor/employment, criminal justice, immigration, education, health care, food justice, reproductive justice, LGBTQ rights, etc.).

  • Experience building buy-in and ownership among stakeholder to advance racial equity goals and outcomes.

  • Ability to adapt and pivot in order to be responsive to dynamic and shifting contexts.

  • Demonstrated ability to use a trauma-informed approach to racial equity work. Ability to work occasional evenings, weekend or holiday shifts.


Experience and education
The successful candidate will have any combination of education and lived experience that provides the knowledge, skills and abilities required to perform the job. An example of education and experience that would provide these skills might include:

  • At least five years of progressively responsible experience advancing programs with a racial equity lens and/or advancing civic engagement for BIPOC communities; AND

  • A Bachelor's or other degree in economics, business, labor studies, public policy, ethnic studies, sociology, urban planning, or related disciplines.

Preferred qualifications

  • Experience with community organizing and civic engagement, particularly within Black, Indigenous, and communities of color.

  • Trusted relationships with community organizations who serve Black, Indigenous, and communities of color

  • Effective skills in facilitating groups with a variety of stakeholders.

  • Experience building coalitions to address systems change
