The Position
The Bureau of Planning and Sustainability (BPS) is seeking a Waste Education and Outreach Manager. The person in this role is responsible for managing the development, performance, and deliverables of BPS’s garbage, recycling, compost and waste prevention outreach and education. This position will also lead the project management of the bureau’s work advancing equity and diversity in Portland’s garbage and recycling collections programs. This position is responsible for all aspects of program management - design, planning, community engagement, implementation, evaluation, and reporting - with the support of a range of technical expert staff, both direct reports and staff from other teams. This person will supervise five direct reports and manage the work deliverables of several project teams. An important role for this manager will be articulating a shared vision and leading people through change.
Roles & Responsibilities
The focus of the Waste Education and Outreach Manager, with the support of a team, is to provide all Portlanders with clear and useful education about garbage, recycling, and compost, as well as waste reduction opportunities. Under the leadership of this position, BPS is responsible for ensuring the Portland meets the education, information and technical assistance requirements by State law and directed by Metro’s Regional Waste Plan. Immediate program education and assistance focus areas are multifamily service improvement, business food scraps separation requirement, and launching a new initiative to expand BPS’ innovative initiatives to build the public’s knowledge, ability, and motivation to reduce waste through reuse and repair and food waste prevention. This position will also be the project manager furthering?City Council’s directed work to increase the participation of women and minority workers and reduce barriers to economic opportunities for minority-owned and woman-owned companies in the waste collection field.
BPS seeks an experienced manager who is responsible for:
Project management including creating project scopes of work, developing teams and work structures, project schedules, assignments, and evaluation plans.
Identifying, developing, and implementing systemic changes to existing programs, projects, policies, and procedures in service to the bureau’s equity, diversity, and inclusion goals.
Leading groups of staff in multiple disciplines and integrating work products into larger bureau priorities.
Planning, directing and evaluating the performance of assigned staff and leading a multicultural workforce and promoting an equitable workplace and practices, as well as positive employee relations.
Works with bureau staff and partners to develop strategies, approaches and activities that support the full spectrum of community engagement to deliver on project/program’s equity, diversity, and inclusion goals.
Manages change by providing strategic direction and facilitates shifts in staff roles and responsibilities, team structure, and resource allocations to deliver on established outcomes.
Ensuring teams’ work aligns to bureau and regional priorities and opportunities; collaborates to integrate and coordinate work across multiple organizations and informs bureau strategic direction and planning.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status. In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location.
To Qualify
Applicants must specifically address and demonstrate in their resume and answers to supplemental questions how their education, training, work experience, and/or lived experience, meets each of the following minimum qualifications:
Advanced project and people management skills (principles, practices, and theory) including leading and facilitating multi-disciplinary staff and contractors to foster and promote an equitable workplace and deliver integrated work products.
Experience collaborating and co-creating with communities of color and people traditionally under-represented in local decision-making; facilitating inclusive participation in programs and activities; and communicating cross-culturally.
Experience managing budgets, schedules, and quality of multiple work products.
Ability to develop and support state and local regulatory reporting plans and collaboration.
Understanding of outreach, education, and public involvement program management (principles, practices, and theory) with an emphasis on grassroots tools such as volunteer management and community engagement.
Understanding of garbage, recycling, compost and waste prevention programs, policies and projects and the bureau’s regulatory role overseeing waste collections services including compliance with local, state and federal policies, laws and regulations.
