The City of Portland is seeking a Public Waste Coordinator to assist in the implementation of the citywide expansion of the public trash can program and waste collections related compliance and field staff work.
The Public Waste Coordinator position in the Bureau of Planning and Sustainability (BPS) will perform program administration tasks, engage with partners and undertake analysis in support of the effective and equitable implementation of BPS' garbage, recycling and composting programs. The initial focus of this position will be assisting in the multiyear citywide expansion of the public trash can program. This position will undertake regular field work, duties include working with the community on new public trash can placement and art work, coordinating and monitoring the work of several different contractors (collection, installation and maintenance), evaluating program performance and tracking program data and costs. This position will work with businesses, residents and garbage and recycling companies to meet program goals. Additional tasks will include, preparing contract scopes of work and drafts of reports, administrative rules and ordinances. This employee will have direct daily contact with a variety of diverse community stakeholders, including residents, businesses, garbage and recycling companies, contractors and other bureaus and agencies. The Coordinator I will work as part of a team and report to the Public Trash Program Manager.
Experience with waste collection and sustainability programs is preferred but not required.

To Qualify
Applicants must be full or part-time, permanent, temporary (does NOT include contract workers), limited-term or seasonal/casual City of Portland employees by the closing date of this announcement OR must have an effective lay-off date with recall eligibility (See HRAR 7.06) from the City of Portland within 12 months of the opening date of this announcement. Experience communicating effectively, both orally and in writing, to a variety of parties.
Experience understanding, interpreting, explaining and applying rules and policies in a regulated environment or public agency setting.
Ability to collaborate with communities of color and people traditionally underrepresented in local decision-making; facilitate inclusive participation in programs and activities; communicate cross-culturally.
Ability to work outdoors in all weather conditions.
Knowledge of and ability to use a computer, including standard business and mapping software.

Ideal Candidate Profile
Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
Education/Training: Bachelor's degree from an accredited college or university with major course work in business administration, public administration, or field related to organizational unit or Bureau/Office;
-AND-
Experience: Four (4) years of progressively responsible experience involving analysis, planning, organizing, and/or evaluating programs in a public agency or customer service related field.
