Work Schedule: Monday – Friday, 8am-5pm. Alternate schedule may be available.

About the Position: 
The City of Portland’s Bureau of Planning and Sustainability (BPS) is seeking two Waste and Sustainable Materials Policy Coordinators for its Sustainable Materials and Waste Program’s Policy team. The Waste and Sustainable Materials Policy Coordinators will regulate and improve the delivery of garbage, recycling, and comport collection across Portland. The positions will also develop policies and programs to promote the environmental, economic, and social sustainability of Portland’s waste management systems. Both positions will report to the Policy Manager.  


As a Waste Policy Coordinator, you will:

  • Orchestrate projects involving policy research and development, program evaluation and development, waste planning, community and stakeholder engagement, partnership, and collaboration; may lead small teams of professionals or contractors to plan, develop or evaluate policies or programs. 

  • Support policy commitments in Oregon’s Vision for Materials Management (Download PDF reader), the Regional Waste Plan (Download PDF reader), Opportunity to Recycle Act and the city’s Climate Emergency Workplan, to reduce and prevent waste, promote equitable access to services and opportunities in the waste system, and sustainable materials management. 

  • Oversee data collection and reporting as needed for the above policy commitments. 

  • Revise and update the city's policies (code, administrative rule, franchises, or permits) that govern and ensure the collection of garbage, recycling, and compost on a periodic basis. 

  • Serve as a content expert in Portland City Code and Administrative Rules associated with solid waste collection in Portland.  

  • Collaborate with Solid Waste and Recycling operations and outreach staff to pilot concepts and plan for implementation of policy or program changes. 

  • Plan and administer surveys and other program evaluation data collection efforts; analyze results and apply to program improvement efforts; develop executive summaries and other reports. 

  • Evaluate the performance of regulated and unregulated waste collection systems. 

  • Coordinate and review the work of contractors or grantees doing policy or program development.

One Policy coordinator will concentrate on commercial and multifamily waste collection and the other coordinator will focus on residential (single-family) waste collection.

 

Commercial & Multifamily Focus Area: Collection systems serving commercial customers and multifamily residents (unfranchised waste hauling system). Types of projects could include: 

  • Evaluate commercial collection services to identify opportunities to improve outcomes for customers, material recovery, and system efficiencies. 

  • Increase access to recycling and compost services for multifamily residents and businesses. 

  • Increase reuse opportunities for bulky waste reuse at multifamily properties. 

 

Residential Focus Area: Collection system serving residents of single-family homes through 4-plexes (franchised waste hauling system). Types of projects could include: 

  • New income-qualifying discount for garbage and recycling service. 

  • Expanded bulky waste collection services that are affordable and support reuse. 

  • Evaluate franchised collection territories and consolidation trends to identify efficiencies and opportunities for existing or new franchisees.

Sustainable Materials and Waste Program rethinks how we use materials and manage waste to improve community well-being, work towards sustainability and equity, and protect the critical natural resources that we and our economy depend upon. 


The Sustainable Materials and Waste Program is comprised of three teams: 


  • Policy: Develops, establishes, and strengthens policies, programs, and plans that 1) shape our community’s management and reduction of waste, and 2) increase recycling reuse, and sustainable consumption, while developing authentic relationships across Portland’s diverse communities. 

  • Outreach, Education and Technical Assistance: Educates, engages, and delivers technical assistance on waste prevention, reuse, repair, toxics reduction, and sustainable consumption, growing partnerships and opportunities for participation. 

 

All teams work in partnership with Portland’s diverse communities, community organizations, garbage and recycling companies, and other local governments.
