PAY AND BENEFITS

Annual Pay Range:  $94,465.78 - $127,529.32

Hourly Pay Range:   $45.416241 - $61.312175

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County Department of Transportation & Development is seeking a motivated, experienced, and collaborative leader with strong communication and interpersonal skills to join our Sustainability and Solid Waste Program as the Sustainability and Solid Waste Manager. The purpose of this program is to develop and implement initiatives and policies that prevent waste and conserve resources, as well as promote energy efficiency, renewable energy, sustainable food, greenhouse gas reduction, and pollution prevention. The Sustainability and Solid Waste Program oversees the County’s garbage and recycling collection system and leads implementation of state and regional materials management plans and requirements.    

If selected for this position, you will be responsible for managing the program’s activities and staff, as well as acting as the primary subject matter expert, advising Management and County officials on major policy topics at the state and regional level regarding the County’s action plan to set the County on a path toward a more ecologically, socially, and economically sound future. Your primary focus will be supervising professional staff and project consultants, in addition to overseeing County's work in materials management, sustainability, and climate action. In this administrative role, you will be responsible for program planning, budgeting, and project definition & management. You will play a critical role in developing and managing programs and policies to further sustainability, recycling, and waste reduction within the organization and throughout the community. You will have an opportunity to develop and implement goals, strategies, and partnerships in recycling, waste reduction, clean energy, efficient operations, climate change, and sustainability leadership.  Additionally, this role will allow you to use your leadership skills to work with regional partners, build relationships within the community and county, and expand Sustainability and Solid Waste's focus on equity.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of seven (7) years of relevant experience that includes/is comprised of the following: 

    • A minimum of five (5) years of experience developing, managing, delivering and evaluating sustainability, climate action or recycling programs 

    • A minimum of two (2) years of staff supervision experience (Supervisory experience is defined as/includes providing daily work direction and/or scheduling, assigning work, checking completed work, training, coaching, maintaining confidentiality related to personnel records and issues, as well as performance evaluation and taking corrective action when needed.

  • Project management experience 

  • Program evaluation experience, including evaluating program goals, objectives, and performance measures, and providing recommendations for improvements based on findings 

  • Experience with policy development 

  • Experience with budget development, implementation, administration and management 

  • Experience in positions that required strong leadership skills, including leading with a core value of equity and building and fostering a collaborative environment and high performing teams 

  • Strong interpersonal skills that translate into the following: 

    • Strong verbal and written communication skills, including ability to explain and present complex, technical information to individuals with various level of technical knowledge and skill 

    • Effective problem-solving skills 

    • Strong active/reflective listening skills 

    • Collaborative, team-oriented approach to work 

    • Ability to establish and maintain cooperative working relationships with other agencies, vendors, contractors, other county departments, co-workers and the public

Preferred Special Qualifications/ Transferrable Skills:*

  • Experience in sustainability, materials management, and recycling in Oregon or neighboring West Coast states

  • Experience working in a role highly visible in a political environment, including interfacing between staff and various political entities 

  • Experience in waste reduction or resource conservation program development 

  • Experience writing and editing for various audiences including policymakers, public, educators, and business managers 

  • Experience establishing partnerships and relationships with underserved communities 

  • Experience using process improvement tools 

  • Intermediate proficiency with Microsoft Office software applications, including Word, Excel and PowerPoint 

Preferred Special Qualifications/ Transferrable Skills:*

  • Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment. Learn more about the County's driving policy

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday.  Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Please Note: This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

The mission of the Department of Transportation and Development (DTD) is to assist residents and businesses in creating vibrant, sustainable communities through innovative and responsive public service.

DTD is responsible for a broad range of county services involving land use planning and permitting, building permits, county code enforcement, solid waste and recycling, road construction and maintenance, surveying, plat approvals, public land corner restoration and dog services. The county’s urban renewal programs also report to DTD.

Sustainability & Solid Waste develops and implements programs and policies that prevent waste and conserve resources, while promote energy efficiency, renewable energy, sustainable food, greenhouse gas reduction, and pollution prevention. 

We work to integrate sustainable practices into Clackamas County's operations, and the support the community's vision for sustainability by administering the county's long-standing solid waste and recycling programs for residents and businesses. 

We provide community education to residents, and technical assistance to numerous businesses and workplaces each year that are seeking to recycle more and adopt a range of sustainable practices.
