The Bureau of Planning and Sustainability (BPS) is seeking four (4) Limited Duration climate analyst positions to support implementation of the policy and program work identified in the Climate Emergency Declaration (CED) and Climate Emergency Workplan (CEW). The positions support a portfolio of programs and policy efforts in the buildings and energy sectors that aligns with Portland’s goals to decrease carbon emissions 50% or more by 2030 (and get to net zero carbon emissions by 2050) in an equitable and just manner. The positions serve internal City bureaus with decarbonization and energy strategy, planning, technical assistance, policy implementation, and procurement. The positions also collaborate with the BPS climate policy and program team to advance communitywide climate priorities.
The positions exercise a broad range of creative and critical investigative skills, judgment, and discretion in formulating policy recommendations. The positions apply various quantitative and qualitative research and analysis tools and methods. With autonomy and self-direction, the positions analyze and evaluate complex policy objectives, prepare correspondence, reports, memos identifying issues and alternatives, and present findings and recommendations.
The four (4) positions include:
General decarbonization analyst: Will support policy team with decarbonization research and data gathering. Analyze and interpret data in support of decarbonization policy development. Will provide analytical support to policy efforts in built environment, energy supply systems, transportation, fuels, industry, and materials.
Electricity grid analyst: Will implement CED directive for Portland’s electricity use to be 100 percent clean and renewable by 2030.
Internal cost of carbon analyst: Will advance implementation of Portland Policy ENN-5.11 – Internal Cost of Carbon.
Embodied carbon analyst: Will analyze and evaluate a suite of policies for reducing carbon emissions from the manufacture, transport, installation, and disposal of building materials and lowering the carbon content of the materials.
