Position summary

The Waste Reduction Program Manager is a part-time position that is part of the Community Services and Education division, which is responsible for reducing the impacts of waste through education, technical assistance, and partnerships. This position is responsible for the coordination of multiple projects that are critical for achieving Regional Waste Plan goals. In particular, this position provides technical expertise and program recommendations on effectively reducing commercial waste, including supporting regional collaboration around food donation. Currently, the priority is the regional implementation of a business food waste requirement. Representing Metro and coordinating with internal staff, contractors, local jurisdictions, and community based organizations is a key aspect of this position.

As the regional solid waste authority, Metro has the responsibility to ensure that all solid waste generated in the region is managed in a manner that protects public health and safety and safeguards the environment. Waste Prevention and Environmental Services is committed to leading with equity in everything we do. Essential Job Duties: 

  • Convenes and collaborates with local government technical assistance staff; coordinate a consistent region-wide approach with local government staff on a variety of programs and projects related to commercial waste reduction. Currently, a business food waste requirement is the focus of this work.

  • Builds strategic relationships with local government, nonprofit organizations, businesses, and other stakeholders to advance waste reduction goals and outcomes; manages contracts with public, private, and nonprofit vendors on a variety of waste reduction projects and programs

  • Develops program recommendations based on technical analysis, stakeholder input, and equity analysis.

Ideal Candidate:

  • Knowledge of waste reduction strategies and experience providing support to businesses.

  • Knowledge of project/program management principles, such as strategic planning and experience in developing work plans and managing projects.

  • Experience developing educational materials and resources are culturally responsive and inclusive.

  • Ability to develop and maintain partnerships with businesses, other public agencies and community-based organizations.

  • Ability to facilitate meetings and support communication between Metro staff and external partners.

  • Ability to ensure compliance with applicable internal and external program requirements.

  • Experience applying racial equity analysis to project management, implementation, and evaluation .

  • Ability to represent Metro at meetings with a variety of groups, committees, and elected officials.

  • Skilled at culturally responsive communication, both orally and in writing, with multiple stakeholders, including community members.

  • Ability to serve as lead over other professional staff.

Minimum Qualifications/Transferable Skills:

  • Bachelor's degree in science, public administration or related field AND

  • Four years of experience in solid waste, project management, environmental science, business operations, or waste reduction education OR

  • Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities

Preferred Qualifications: You do not need to have the following preferred qualifications to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications.

  • 3+ years experience collaborating with government and/or nonprofit stakeholders on implementation of programs.

  • Experience working on waste reduction or other sustainability programs including business food waste reduction strategies.

  • Strong collaborative leadership skills and a demonstrated ability to form and maintain partnerships, lead groups and work effectively with others on a common task.

  • Knowledge of historic barriers and inequities in the solid waste system.

Work location:
You will primarily be a remote employee and will be provided with a computer, peripherals, desk chair and basic office supplies needed for a productive home office. Metro supports working remotely as well as providing a wide-range of workspace options in the Metro Regional Center. Instead of having a personal work station or cubicle in the building, staff will share access to a variety of workspace options, office equipment, resources and amenities. If you prefer to work in the building, need a desk, a quiet office or a collaboration space – or just need access to a printer – you will be able to access what you need when you need it.

Metro offers a highly competitive compensation and benefits program. Based on our internal equity review and candidates qualifications the appointment will typically be made between $38.80 - $44.91 hourly. The salary range for this position is $38.80 - $52.00 annually/hourly.
