Metro’s Waste Prevention and Environmental Services (WPES) department is recruiting two full time Senior Solid Waste Planners to join the Community Stewardship team. This team provides cleanup services addressing dumped and abandoned waste issues to achieve outcomes that support the goals and principles of the 2030 Regional Waste Plan. These positions will work together to lead program development, strategic planning, engagement and evaluation efforts including that of the RID Patrol workforce transition program. These positions will have the opportunity to collaborate with regional partners and workforce advocates to create workforce opportunities for individuals experiencing systemic employment barriers with a focus on solid waste sector employment and those disproportionately impacted by incarceration.

These two positions will collaborate and support each other’s roles and responsibilities.

As the Program Development Specialist you will:

  • Manage the design, expansion and evaluation of the RID Patrol workforce transition program and the implementation of the workforce strategic plan.

  • Develop people centered program goals, metrics, and wrap-around support services, and establish workforce best practices to reduce barriers.

  • Engage regional partners, workforce advocates and community-based organizations to build strong relationships, establish staffing partnerships, and support services.

  • Identify problems or challenges early and elevate as needed. Establish budgets, manage contracts, review invoices, and develop reports.

  • Provide ongoing support to the Program Planning and Engagement Specialist with program coordination, planning, evaluation, and community engagement.


As the Program Planning and Engagement Specialist you will:

  • Coordinate with internal and external stakeholders to expand and improve program services including the sharps collections disposal services, cleanup services, and the Metro bag program.

  • Lead strategic planning efforts to increase efficiency, improve processes, and incorporate equity into all program aspects.

  • Develop program services, policies and metrics, and define and incorporate service equity into program services.

  • Collaborate with staff to identify dumping causes, sources, and barriers, how best to address and reduce trash impacts and barriers.

  • Lead communication, engagement, and outreach efforts, revise and maintain communication tools and resources, and develop multi-lingual program information and reporting tools.

  • Identify problems or challenges early and elevate as needed. Establish budgets, manage contracts, review invoices, and develop reports.

  • Provide ongoing support to the Program Development Specialist with the design, expansion, and evaluation of the RID Patrol workforce transition program.

Minimum qualifications:

  • Three years of experience in solid waste, project management, human services, or public policy development AND

  • A Bachelor's degree in environmental sciences, public administration, social work, or any related area of study; OR

  • Any combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the job.

  • Knowledge and experience working with and navigating local worker readiness and wraparound support programs.

  • Experience analyzing procedures or policies with an equity lens and recommending improvements.


COMPENSATION AND REPRESENTATION
Based on the Oregon Pay Equity Act requirements, Metro’s internal equity review process, and the candidates’ qualifications, the appointment will typically be made between $84,739.20 to $98,092.80. The full-salary range for this position is $84,739.20 to $113,568.00 annually.

This position is eligible to work from home or in the office. Office options include:

While this position is a flexible/hybrid work from home position, at times team members are expected to travel to Metro work sites, conferences, and other locations to provide program evaluation and support to employees, conduct meetings, or collaborate with internal and external stakeholders. Employees will have access to Metro vehicles or may receive a transportation stipend when using their own vehicle.
