Persons appointed to limited-term positions will be designated as limited-duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.

The Bureau of Planning and Sustainability seeks a Clean Air Analyst (Analyst II) Limited Duration to help develop the scope of a new commission that will provide input to the City’s climate-related work.
The Bureau of Planning and Sustainability (BPS) seeks a Clean Air Analyst (Analyst II) Limited Duration. The Clean Air Analyst will begin developing City policy on clean air. This work would build on recommendations from a joint City/Multnomah County study, which calls for local government fill gaps in addressing air quality needs.
The Clean Air analyst will exercise a broad range of creative and critical investigative skills, judgment, and discretion in formulating policy recommendations. The position will apply various quantitative and qualitative research and analysis tools and methods. With autonomy and self-direction, the position will analyze and evaluate complex policy objectives, prepare correspondence, reports, memos identifying issues and alternatives, and present findings and recommendations.
Example of Role & Responsibilities:
Explore feasibility of and develop City policy on clean air, including indoor and outdoor air pollution. This work will build on recommendations from a joint City/Multnomah County study, which calls for local government to fill gaps in addressing local air quality needs.
Research and compile data related to air quality in Portland. Act as the in-house air quality expert on the impacts of harmful air emissions in our community, including disproportionate exposures. Support other City teams by sharing this expertise when needed.
Support regional communication strategy development to articulate findings and recommendations in understandable messaging to policy decision-makers, related project staff, and community members.
Design and implement community engagement strategies related to development and implementation of public health and built environment policies and projects. Participate in ongoing working groups, special project teams, and collaborative efforts with other staff and community organizations and committees.
Coordinate and maintain relationships with other city agencies and air quality and public health agencies at the County and State level.
The Clean Air Analyst will report to the Chief Sustainability Officer.
Qualified candidates commonly have backgrounds in Ambient Air Quality Monitoring and Modeling, Atmospheric Chemistry or Physics, Climate Change, Energy Policy, Environmental Science, Public Administration, Public Health, Sustainability.
Ideal Candidate:
Experience with data management and data analysis including combining disparate data sets, calculating statistics, explaining distribution of disease, and creating accessible visualizations. (Examples of data sets you may have experience with include air pollution emissions modeling data, dispersion modeling data, health-risk model data, ambient monitoring data, Census data, epidemiological data, utility bill data, renewable energy production data, carbon emissions data and software tools).
Familiarity with designing and implementing community-based monitoring programs.
Commitment to climate and social justice principles and practices.
Understanding of social determinants of health, health equity, and ‘health in all policies’ approaches
Experience with community and stakeholder engagement and knowledge of the local community-based organization landscape.
Strong interpersonal skills and emotional intelligence.
Ability to communicate effectively with a diverse range of stakeholders, disciplines, and agencies.

Work Location

To Qualify
Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training, work experience and/or lived experience, meets each of the following minimum qualifications:
Experience producing and interpreting air quality data and analysis in urban environments within the context of related laws and policy governing air pollution.
Knowledge of public administration and community health, including experience with analysis, planning, organizing, and/or evaluating programs in a public agency or nonprofit organization.
Ability to collaborate with communities of color and people traditionally underrepresented in local decision-making and facilitate inclusive participation in programs and activities using principles, practices and methods of community engagement and outreach.
Ability to learn and interest in policies and procedures related to land use and transportation planning, sustainability and community development (background in these fields not required).
Ability to communicate clearly, logically, and persuasively, both verbally and in writing; prepare concise and comprehensive reports, correspondence, and other documents.
