The Position

The Bureau of Planning and Sustainability (BPS) is seeking Sustainable Economy and Just Transition Analyst. The position will lead BPS’s work to ensure that Portland’s transition away from a fossil fuel economy is sustainable, just, and equitable. The position will work to establish and implement a vision of Portland as a leader in creating equitable, clean, carbon-free, circular industry and business that provides equitable development and creates well-paying jobs. The position will help inform and create a responsive, adaptive economy that centers Black, Indigenous and people of color communities so that they benefit from the economic opportunity presented by the transition away from fossil fuels. The position will be familiar with longer-term macroeconomic forces and factors, like automation and decarbonization, that will greatly impact the economy of the future and will integrate this understanding into policy development designed to create community opportunities, especially for Black, Indigenous and people of color. Finally, the position will lead BPS’s work to better define and measure people- and community-centered benefits from climate policies and investments.


Role & Responsibilities

  • Analyze and advise BPS to ensure that inclusive clean economy opportunities are advanced in development and implementation of BPS policies and programs that center and benefit Portlanders most impacted by climate change, prioritizing Black, Indigenous and people of color (BIPOC).

  • Lead the zero-carbon, clean industry economic development programming for BPS. Establish and influence a vision of Portland as a leader in equitable, clean, carbon-free industry and business and a hub for emerging clean production and circular economic practices. Collaborate with diverse stakeholders to ensure complementarity and synergy of policies and programs that advance the transition to an equitable clean, carbon-free circular economy. This includes, for example, Portland Clean Energy Fund, Prosper Portland, community-based organizations, labor representatives, business and economic development incubators, the workforce development system, state agencies, and other jurisdictions.

  • Represent BPS in the Climate Justice Initiative. The Climate Justice Initiative is a collaborative “third-space” between government and community to co-create intersectional and innovative climate justice solutions that are designed by BIPOC community members. (More at cjxdesign.com)

  • Perform analyses to define and measure impacts of City climate policies and programs on inclusive economic opportunity. Develop people-centered climate and equity metrics.


Ideal Candidate

The ideal candidate will have policy analysis experience and an ability to inform policy that advances community benefits, including economic development opportunities. They are strong collaborators and can cultivate relationships with a wide range of internal colleagues and external partners, including community partners and business leaders, while being mindful of and sensitive to interpersonal and organizational dynamics inherent in transformational policymaking. They have smart political intuition and people skills. They have a familiarity with and understanding of just transition principles. They will have expertise in both quantitative and qualitative work and proficiency with social science data collection practices and methods. They can navigate ambiguity with curiosity and open-mindedness. Lived experience is highly valued. The ideal candidate can understand the process of developing new metrics for things we have not measured before.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status. In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location.

To Qualify

  1. Ability to analyze and identify complex administrative, operational, economic, financial, budgetary, and organizational issues; evaluate policy alternatives; provide sound, logical, fact-based conclusions, and recommendations.

  2. Knowledge of principles, practices, and methods of change management and the social, political, intergovernmental, and operational issues influencing Bureau/Office operations.

  3. Ability to work under limited supervision by independently determining methodologies, assumptions, and data parameters to develop and adjust analytical models; determine report formatting; determine methods for resolving issues.

  4. Ability to communicate complex analytical topics clearly, logically, and persuasively, both verbally and in writing, to non-technical audiences.

  5. Ability to prepare clear, concise, and comprehensive reports, correspondence, and other policy documents involving administrative, organizational, technical, budgetary, and financial data.

  6. Ability to establish and maintain effective working relationships with Bureau/Office management and staff, representatives of other public agencies, the public, and others encountered in the course of work.

  7. Ability to work with a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services.
