As the Safety Specialist with Metro’s Waste Prevention and Environmental Services (WPES), you will play a primary role in making sure the waste transfer stations, St. Johns Landfill and the Metro Paint facilities are operating safely for customers, staff and contract operators. Close coordination will be required with Metro’s contracted operator at Metro’s Central and South transfer stations. A high level of attention to safety is required at the Solid Waste Transfer station facilities. These facilities have a hazardous waste program which accepts many different types of waste from the community and small commercial generators. Facility staff perform a variety of duties, including responding to on site emergencies and conducting community events to collect waste.

 

The transfer stations are open seven days each week, 363 days a year. The regular schedule for this position is Monday through Friday, with occasional weekend or evening work.

 

What you will do

In this role, you will develop, implement and maintain health and safety programs; ensure compliance in safety and risk matters; conduct accident investigations; prepare corrective action recommendations; implement policies and procedures; ensure the solid waste facilities meet or exceed all regulatory and safety standards; collaborate with Metro's Risk Management department; and coordinate activities with internal work units and outside organizations.

 

Specific duties include:

  • Serve in a primary role in the planning, development and implementation of safety programs using an equity lens to ensure alignment with Metro’s goal of advancing racial equity and the 2030 Regional Waste Plan.

  • Maintain safety standards, systems, policies, procedures and processes. Prepare criteria for standards, procedures, program and technical data related to safety and occupational health, adapting nationally recognized standards and policies for an industrial setting.

  • Act as a subject matter expert in the area of occupational health and safety. Provide organizational support for committees and executive management; budget development, needs assessment, research, analysis, materials and report formulation, troubleshooting, and policy strategy and formulation. Coordinate with contract operator’s safety team at the two transfer stations.

  • Perform day-to-day management of safety program for WPES operations. Perform research, analysis, evaluation, reporting; database and records management; and administrative duties.

  • Ensure workplace compliance with OSHA and other federal, state, local and industry specific regulations, standards and guidelines.

  • Identify training needs; develop, track, conduct or coordinate all environmental health and safety training, including PPE training and specialized training required of all Hazardous Waste staff.

  • Ensure records are maintained in accordance with Metro policies and procedures, and regulatory standards and guidelines.

  • Manage safety and health- related contracted services, initiate contract proposals and supervise the contractor selection process.

  • Manage and maintain contracts related to services and supplies, ensure proper cost allocation and tracking, and resolve contract- related issues.

  • Maintain medical monitoring and testing program to ensure personnel are physically able to perform necessary job functions. Maintain records and manage the medical monitoring program contractors.

  • Develop, implement and continually improve accident/incident reporting processes and forms.

  • Provide expert assistance in health and safety related matters.

  • Assist with or conduct lost time accident investigations, review incident reports and recommend appropriate corrective action. Generate analysis and reports in conjunction with Risk Management staff.

  • Develop and maintain a safety program and develop a safety plan for each facility. May conduct COVID or other similar risk analysis for facilities.

  • Develop and maintains relationships with emergency services personnel for the purpose of drill coordination, emergency response and partnership

  • Conduct CPR/First Aid/AED training as needed.

  • Advanced knowledge of occupational safety, employee health and environmental science in an industrial setting.

  • Solid understanding of legal, regulatory and market trends, and the proven ability to apply that knowledge in the development and implementation of workplace safety programs.

  • Demonstrated skill in conducting thorough safety inspections, and preparing associated analyses and reports.

  • The ability and genuine desire to help lead WPES efforts to advance racial equity, diversity and inclusion using a future-focused, dynamic and innovative leadership style.

Experience and education
We will consider any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the job. An example of relevant experience and education would be:

  • Five years of progressively responsible experience in occupational health and safety; AND

  • An associate or bachelor's degree in occupational health and safety or a closely related field.

Additional requirements:

  • A valid driver's license with at least two years of driving history and a clean driving record.

  • Possession of (or ability to obtain within three months of employment) current CPR and First Aid certification. Must possess (or obtain within six months of employment) First Aid, CPR and AED instructor certifications in order to deliver training for staff.

  • Certified Safety Professional (CSP)

  • Occupational Safety and Health Technician (OHST)

  • Certified Hazardous Materials Manager (CHMM)

The base salary target for this recruitment would bring in candidates at a salary between $79,000 and $93,000 per year.

Working conditions: Duties are primarily performed at solid waste facilities in all weather conditions, sometimes after hours. Metro may provide basic home office equipment. Personal protective equipment (PPE) is required for all site visits. During the COVID-19 pandemic, staff and visitors are required to observe strict PPE and distancing rules. Significant on-call hours will be required.

Work location: Due to the nature of the work, some job duties must be performed on-site. Full-time telework is not available for this position.
