As the regional solid waste authority, Metro has the responsibility to ensure that all solid waste generated in the region is managed in a manner that protects public health and safety and safeguards the environment. Metro fulfills this responsibility, in part, through its participation in and regulatory oversight of the region’s solid waste system. WPES is committed to leading with equity in everything we do. Our solid waste system includes a configuration of publicly and privately owned facilities that are necessary for managing garbage and recyclables for the public. Metro owns and operates two transfer stations - Metro Central and Metro South - that receive about 40 percent of the garbage disposed in the region. Metro contracts with service providers for certain facility operations and for the transport and disposal of garbage received at its two publicly owned transfer stations.
As a Senior Management Analyst, you will play a primary role in administering several major solid waste contracts (approximately $30 million annually) related to Metro’s transfer stations to ensure that Metro’s contractors provide all required information in a timely manner and submit accurate invoices. You will be Metro’s primary contact with major vendors’ Accounts Payable departments. The regular schedule for this position is Monday through Friday, with occasional weekend or evening work.
What you will do
In this role, you will receive and reconcile invoices and service records from contractors and work with staff and contractors to verify payment amounts to ensure that Metro makes proper payments each month. You will prepare and present information summarizing contractor activity, related payments, and other contract-related findings for Metro management-level staff and other internal audiences. You will also track and analyze detailed contract information to help inform and support implementation of the 2030 Regional Waste Plan. You will perform this work under the supervision of the Standards and Compliance Manager and work in close coordination with finance, operations, and other Metro staff to monitor budgetary and contract compliance. Additionally, duties include:
Contract administration:
Compile, reconcile, and track data related to solid waste contracts for Metro transfer stations.
Monitor contract provisions and ensure that contractors submit all information and documents as required.
Review and reconcile invoices and prepare monthly payments for solid waste-related contracts.
Act as a liaison between Metro staff, contractors, and the public to gather and provide contract information.
Organize and retain invoicing and contract performance records in accordance with public records retention laws.
Data analysis:
Analyze and interpret contract-related data to help inform decision-making and identify emerging issues.
Prepare written documents and present summary data about contract-related findings for internal audiences.
Perform ad hoc contract queries and analysis as needed.
Internal auditing:
Coordinate with finance, operations, and other Metro staff to verify contractor invoices and payment amounts each month.
Assist with auditing and changing combinations of cash vaults at Metro owned sites.
Assist with developing and implementing strategies to improve contract payment efficiencies.

Experience and education:
Three years of experience in solid waste, environmental management, contract administration, finance, or an accounting related field; AND
A bachelor’s degree in business, finance, accounting, or a related field OR
Any combination of other professional, volunteer work and lived experience which provides the desired skills, knowledge and ability required to perform the job.
Preferred skills and experience:
A valid driver’s license.
Experience related to contract administration in public agencies.
Experience analyzing complex data and presenting findings for a broad audience.
Knowledge and experience related to contracting with COBID certified firms.
Experience using WeighMaster, PeopleSoft, or other financial business applications.
Understanding of Metro’s Equity in Contracting program and relevant procurement policies and procedures.
