The Position
The Bureau of Planning and Sustainability (BPS) is seeking an Equitable Development Analyst (Analyst II). Within BPS, the position is a resource on current national and international best practices for equitable real estate development. The position provides support to city planning, housing, community/economic development, transportation professionals. The position helps operationalize the Portland Plan Equity Framework and the equity-related policies in the 2035 Comprehensive Plan. The position works on projects with a focus on advancing racial justice and equitable development by designing, leading or staffing multi-agency project teams with public agencies and community organizations.
With a high degree of autonomy and self-direction, this position develops and manages complex project budgets, negotiates and drafts contracts and intergovernmental and inter-agency agreements, monitors contract compliance, and oversees and reviews work of project staff and consultants. The position exercises a broad range of creative and critical investigative skills, judgment, and discretion in formulating policy recommendations. The position applies various quantitative and qualitative research and analysis tools and methods. The position typically oversees the day-to-day work of 1-2 project staff, including community service aides (interns), associate or assistant city planners, and community outreach professionals.
This position is within the Bureau of Planning and Sustainability's Comprehensive Planning Team. The Comprehensive Plan, which is required by Oregon law, is the City’s core tool for manage growth, development, and transportation systems to best meet long-range goals. Through development and implementation of the plan, Portland reaches climate, housing, economic development, and equity outcomes that meet community-defined objectives. The program’s work falls into four areas:
Comprehensive Planning
Transportation/Transit-Land Use Coordination
Age-Friendly City
Spatial Justice
Responsibilities include leading or supporting equitable development projects; Strategy, policy, and program development and evaluation; Community partner engagement and capacity building; Projects involving multiple agencies and organizations related to the following:
Equity in complex implementation plans and agreements
Implementation strategies for catalytic development projects - financing, infrastructure coordination, and private-public agreements.
What you’ll also get to do:
Provide support for local transit agencies to advance transit-oriented development.
Participate in staff teams assigned to respond to gentrification pressures, and public policy responses to the history of racism in zoning practice
Research, analysis and design: Provide analysis and advice to other planning teams. Apply real estate and financial expertise, economic research and data analysis to urban development problems.
Contract and grant administration
Day-to-day direction of an entry level assistant (develop work plan, review work)
Desired Qualifications
Knowledge of public-private partnership agreements desired but not required; Experience with community and stakeholder engagement and knowledge of the local community-based organization landscape is desired but not required.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status. In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location.
To Qualify
Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training, and/or experience, meets each of the following minimum qualifications:
Education/training in public policy, public administration, community development, economics, finance, or related field.
Experience or training in housing finance and real estate economics and development, housing-related quantitative data analysis.
Ability to collect and analyze complex financial and development-related data, use quantitative and qualitative analysis tools and models, evaluate alternatives, provide sound, logical, fact-based conclusions and recommendations.
Knowledge of principles, tools, and techniques for project management and sound business communication.
Knowledge of the principals, practices, and methods of change management - with specific experience related to promoting racial equity.
