The Position

Workplaces across Portland, the United States and the world are making tough decisions about how to protect their employees and community from COVID-19. The position oversees and manages a portfolio of programs and policy efforts in the buildings and energy sectors that aligns with Portland’s goals to decrease carbon emissions 50% or more by 2030 (and get to net zero carbon emissions by 2050) in an equitable and just manner. The position serves internal City bureaus with decarbonization and energy strategy, planning, technical assistance, policy implementation, and procurement. The position also collaborates with the BPS climate policy and program team to advance communitywide climate priorities.


Roles and Responsibilities

  • Support City bureaus in their efforts to decarbonize operations and assets.

  • Provide technical assistance to City bureaus about energy efficiency principles and practices.

  • Advise City bureaus about strategic procurement of renewable energy.

  • Implement binding City policies like the Green Building Policy, and Internal Cost of Carbon policy. Lead update of the City’s green building policy.

  • Collaborate with team members to advance new decarbonization policies and programs.

  • Engage externally with a wide range of stakeholders and in diverse venues:

    1. Represent Portland in policy and regulatory proceedings at Oregon state legislature and Oregon Public Utilities Commission.

    2. Represent Portland’s work in city peer networks like C40 and Carbon Neutral Cities Alliance.

    3. Engage with community-based organizations, environmental justice communities, utilities, the MUSH sector (municipalities, universities, schools, and hospitals), youth, and other stakeholders in policy development processes.

    4. Respond to questions and inquiries from constituents, elected officials, media, other cities, and jurisdictions.

  • Track and report City energy and fuel use, and carbon emissions


Ideal Candidate Profile

  • Familiarity with energy and utility industry principles and practices.

  • Familiarity with energy and buildings sector decarbonization strategies, policies, principles, and practices, including renewable energy buying principles and practices.

  • Understanding of climate justice principles and practices.

  • Certified Energy Manager or similar credentials.

  • Familiarity and knowledge of Energy Trust of Oregon programs and other relevant financial incentive offerings (e.g., federal and state tax credits, Clean Fuels Program, utility grant programs.)

  • Proficiency with Excel and analytical software in general, and basic data analysis (e.g., utility bill data, renewable energy production data, carbon emissions data and software tools).

  • Strong interpersonal skills and emotional intelligence.

  • Familiarity with principles of behavior change and advocacy.

  • Supervisory experience.


Desired Qualifications:

  • BA in business admin, public admin, or related field (sustainability degree, environmental management, etc.)

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status. In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location.

To Qualify

Applicants must specifically address and demonstrate in their cover letter and résumé how their education, training, work experience, and/or lived experience, meets each of the following minimum qualifications:      
 

  1. Ability to analyze complex or technical issues and problems, evaluate alternatives, and recommend policies, strategies, and effective courses of action.

  2. Ability to exercise independent judgment, problem-solve, and take initiative within established guidelines. Skill in evaluating consultant proposals, administering, and overseeing the management of consultant contracts.

  3. Skill in negotiating with representatives of regulatory agencies to resolve technical and compliance issues.

  4. May require the ability to supervise, evaluate, and provide guidance to other staff.

  5. Four (4) years of progressively responsible experience involving analysis, planning, organizing in a public agency or utility company, or private sector organization.
