Position Summary:

The Regional Network Developer (RND) serves as the primary relationship manager for Oregon Food Bank’s network of Partner Agencies (food pantries, meal sites, and other community-based partners) in the Portland Metro area. The RND facilitates collaboration between Oregon Food Bank and Partner Agencies, as well as among community-based organizations, to build a strong, coordinated network that improves access to food and basic services for low-income residents at the county level. Informed by people living with food insecurity and community leaders, the Regional Network Developer ensures organizational effectiveness for OFB’s Partner Agencies by providing training and technical assistance, cultivating grassroots leadership, and developing and promoting scalable and proactive interventions that reduce hunger and its root causes. The RND is the county-level anti-hunger expert for Oregon Food Bank, gaining understanding of hunger and poverty issues within their assigned county and providing that information to key stakeholders. The Regional Network Developer sets county-level goals and drives Oregon Food Bank activity toward those goals.

Primary Responsibilities:

  • Develop, implement, and evaluate strategies that increase access to food and services in underserved communities and populations within assigned county, while demonstrating diplomacy and strategy in managing relationships.

  • Apply change management principles to coordinate projects that strategically and proactively build a strong Partner Agency network; e.g. evaluating efficacy and capacity of Partner Agencies.

  • Coordinate across Oregon Food Bank work groups to strategically optimize service to Partner Agencies.

  • Act as a consultant to Partner Agencies to improve services and identify areas for innovation – particularly focusing on high impact areas and agencies.

  • Serve as subject matter expert on poverty, hunger, food insecurity, and the social service landscape in assigned county; apply expertise to facilitate integration of OFB services to build effective, strategic anti-hunger interventions in assigned county.

  • Plan and facilitate effective community meetings resulting in improved coordination among partners and increased resources to local communities.

  • Develop, implement, and evaluate training opportunities for Partner Agencies to assure they meet best practices and support their clients to the highest standards possible. Topics could include participant engagement, non-profit management and operations, culturally responsive service, and/or effective outreach strategies. Facilitate peer to peer learning.

  • Coordinate development of an annual Partner Agency conference, including workshops designed to promote best practices and increase coordination.

  • Proactively identify and support the development of Partner Agency and participant leaders in the anti-hunger movement, including action on Oregon Food Bank’s public policy priorities.

  • Embed an equity and social justice framework into all aspects of the role; engage a broad cross-section of stakeholders including local government, faith-based organizations, people living with low-incomes, and communities of color.

  • Represent Oregon Food Bank Branches and actively participate in the Oregon Food Bank Network.

  • Contribute to the Regional Network team to define and build consensus for OFB’s strategic direction and culture; including personal learning to address systemic inequity and its role in food insecurity.

  • Other duties as assigned.

Skills and Qualifications:

  • At least 4 years of experience in program and/or project management, relationship management, and/or community organizing, and/or adult education or training.

  • Demonstrated experience in organizational development and creating inter-organizational cooperation.

  • Proven ability to plan and facilitate successful community meetings or events.

  • Ability to communicate and engage diverse perspectives. Ability to develop and make effective presentations to varied audiences.

  • Ability to establish and maintain effective working relationships and create inter-organizational cooperation with a broad cross-section of stakeholders including faith-based organizations, communities of color and people of diverse socioeconomic and ethnic backgrounds.

  • Ability to manage multiple projects with strong attention to detail; ability to handle interruptions, maintain focus on tasks and produce accurate work.

  • Ability to work independently and make programmatic decisions.

  • Proven success as a technical assistance provider with diverse stakeholders, ideally with a range of approaches and methods.

  • A collaborative and flexible style, with a learning orientation, including excellent judgment, diplomacy, and creative problem-solving skills.

  • Experience in modeling cultural proficiency and demonstrated commitment to equity, inclusion and social justice.

  • Proficient in computer skills and familiarity with software and applications including Word, Excel, PowerPoint, Publisher, CRM (HighRise) and GoToMeeting; ability to quickly master new software and online tools.

Preferred Qualifications:

  • Experience and/or expertise in any of the following relevant topic areas: conflict resolution, public policy advocacy, non-profit management, fundraising.

  • Proficiency in a language other than English, bi-lingual and bi-cultural skills strongly preferred.

  • Experience with digital records retention and data management, including physical inventory management systems.

  • Professional or volunteer experience within food banking, hunger relief programming and/or community food systems work.

  • Current Food Handlers Certification.

  • Willingness to use personal vehicle for OFB business.

The Fine Print: Work is performed in a variety of office environments and other locations inside and outside of Oregon Food Bank while using a telephone and sitting at a computer screen for extended periods. May lift, move, and carry objects of about 20 pounds, such as boxes, materials, and other supplies. Frequent travel by car to points outside the greater Portland metro area, with overnight stays 6-8 times a year, as well as work outside normal working hours, such as evenings and weekends.
