The Position



The Bureau of Planning and Sustainability's Smart City PDX is seeking a intern to assist with implementation of the City’s digital divide COVID-19 response project.

Program Description

The COVID-19 Digital Divide Response Project recognizes the essential role of digital connectivity in our lives and how the COVID-19 pandemic is growing the digital divide. This project is solving two problems:

  1. Many communities have limited or no access to reliable Internet, devices and training

  2. Frontline organizations need support to build community during COVID-19 response


COVID-19 Digital Divide Response works with trusted community organizations to distribute devices (including assistive devices for community members living with disabilities), provide access to the Internet, and develop culturally specific trainings to individual community members.

With the support of $3.5 million of CARES Act Local Relief Funds, the program is scaling up an April 2020 pilot to distribute at least 3,500 technology kits before December 30, 2020.  The project prioritizes increasing digital inclusion for Black, Indigenous, and other people of color communities (BIPOC) and people with disabilities among other individuals lacking technology access. The program is led by the Bureau of Planning and Sustainability, Office for Community Technology and community partners.
 
About the Position:

The CSA will support implementation of the response project including coordination of the Collective Stakeholders, which is composed of local government, technology, and community members. It includes an Executive Team composed of decision-making roles and several Sub teams including Frontline Outreach to help create recommendations. Centering frontline community leadership in the design, implementation, and outcomes of this program is a priority.

This position presents an opportunity for the CSA to learn about the City of Portland’s Smart City PDX and Digital Equity & Inclusion programs in addition to gaining skills in the areas of: Facilitating community engagement processes, developing grant initiatives and service contracts, engaging with regional COVID-19 response and recovery efforts, building relationship with frontline-serving community organizations, collecting and analyzing data, and social media messaging for the project.

Job responsibilities include, but are not limited to:

  • Scheduling Stakeholder and Subteam meetings 

  • Taking detailed meeting notes and tracking tasks and deadlines

  • Tracking email inquiries and engaging with Executive Team members to develop responses

  • Assisting with grant initiative, including developing online application process, tracking application responses, coordinating grant selection process, etc.

  • Assist with collecting data from grant and contract recipients to fulfill accountability requirements for federal CARES Act grant funds and to share stories of impact from the program

  • Draft social media postings and edit project website

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.).  In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.This position does not include benefits.

To Qualify

 

The following minimum qualifications are required for this position:

  1. Experience in data analysis and project management tools to keep data organized

  2. Ability to communicate effectively orally & written

  3. Experience & ability working with diverse populations & communities at risk of digital exclusion or community-based organizations that serve BIPOC community members, individuals with disabilities, women, immigrants, or individuals experiencing poverty

  4. Ability to create and manage spreadsheets

  5. Ability to work in a team environment, allocate time to tasks effectively, and meet deadlines
