The Oregon Department of Environmental Quality (DEQ) currently has an opening for a Drug Take-Back Program Coordinator (Operations and Policy Analyst 2) within the Land Quality division in Portland, Oregon.
The Land Quality programs assess and manage environmental cleanups, promote manufacturing and recycling of non-toxic commercial products, safely manage the disposal of solid and hazardous wastes, administer the state’s underground storage tank and heating oil tank programs, and respond to spills of oil and hazardous materials. The Materials Management section plans and implements policies and programs to reduce the impacts of materials and products throughout their full life cycle, from design and production through distribution, consumption and use, and management at end-of-life. This section establishes goals and measures; supports and performs research; develops and implements programs on product stewardship, waste reduction, waste management, and other materials management issues; provides education and information, and collaborates with diverse public and private partners.

What you will do!
The Drug Take-Back Program Coordinator will set up, develop, and implement Oregon’s statewide Drug Take-Back Program, established by 2019 Legislation. You will develop rules, policies, and procedures for the Drug Take-Back Program; coordinate Drug Take-Back Program planning and program activities; oversee manufacturer-run drug take-back programs; and engage stakeholders in these processes. You will also serve as program contact for the public; and manage and support other product stewardship, waste prevention, recycling, and materials management-related projects.

This is a full-time, AFSCME represented position.
What are we looking for?
Bachelor’s degree in a business or public administration, behavioral or social sciences, finance, political science, or a related degree, AND 2 years of professional-level evaluative, analytical, and planning work (an equivalent combination of education and experience is acceptable).
Excellent project management skills, verbal and written communication skills, analytical and conceptual skills, organizational skills, and time management skills.
Experience leading project teams; demonstrated ability to devise, develop, lead, and evaluate programs.
General knowledge of administrative rulemaking process; experience developing and writing policies, rules, and legislative concepts.
Ability to interpret and implement environmental programs, and federal, state, and local regulations, and guidance; ability to communicate complex technical information to lay people.
Highly motivated; a willingness to take initiative; ability to work creatively to find solutions; innovative; and excellent problem solving skills involving detailed thinking for solving complex issues.
Experience planning, leading, and facilitating stakeholder engagement processes and working collaboratively with multiple partners.
Experience with qualitative and quantitative data analysis and the preparation of reports.
Experience with launching new programs or projects.
