Job Summary

The Environmental Services Manager is responsible for overseeing three primary programs within the Environmental Resources Division of the Public Works Department: Solid Waste (including the garbage/recycling/organics collection contract, neighborhood programs and outreach, as well as planning/technical assistance functions – staff of 5+), Urban Forestry (covering education/outreach, permitting/planning functions, and program development – staff of 4+), and the Water Resources Education Center (environmental education programing as well as public facility operations – staff of 6+). The Environmental Services Manager will be providing management to staff, budgets (three cost centers), an educational facility, and the program outcomes as well as the technical analysis and decision-making roles in each of these program areas. Oversight for this position includes administration of the citywide solid waste collection contracts and regulations, partnerships with environmental nonprofits, and oversight of regional environmental outreach efforts.

This is a full-time, regular, exempt position.

At this time, this position is eligible for telework or hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.

Job Details

Essential Functions:

  • Coordinate, plan, and evaluate results of all City activities and outcomes in the areas of Solid Waste, Urban Forestry, and Water Resources/Environmental Education.  Request and monitor budgets, track team activities/progress, report on successes and opportunities for improvement, identify goals and priorities for program implementation and improvement.

  • Oversee and guide team members and actively participate in managing their program tasks, review and analyze data/special studies, develop reports and recommendations, identify operational and outreach strategies to develop selected program services and functions. Procure, manage, and maintain contracts, assign projects and schedules, oversee assignments, and provide input on technical factors.

  • Select, mentor, and supervise employees and interns employed to support programs and objectives of the division.  Make assignments, lead reviews, and facilitate professional development for staff.  Approve schedules/PTO, support problem solving through regular one on one and team meetings and work with employees individually and as a group to grow professionally and develop as an efficient and effective team.

  • Coordinate with agency, private sector and other partners on program and service delivery issues, policies, and priorities.  Represent the City's interests through providing input on regional and local plans and in identifying contractor practices and work scopes.  Work across organizational lines to identify and develop programs that leverage resources and address priority outcome goals.

  • Communicate with other Department/City staff, managers, policymakers, and citizens to explain and improve programs and to address challenges, issues, and concerns.  Clarify problems and identify refinements needed in program operations, policies and processes while informing and involving other decision-makers as appropriate.

  • Undertake other duties including professional development, training, and networking with colleagues in other communities.  Assess those industry practices and innovations that are potentially relevant to our community and promote recognition for and understanding of our efforts by colleagues outside the City and by our own community members.

Qualifications

Experience and Education

  • Minimum of 5 years of progressively responsible experience in environmental management, public works administration, or related field required.

  • Previous experience in municipal government or public sector organization preferred.

  • Demonstrated experience managing multiple environmental programs/projects simultaneously, including solid waste management, urban forestry, and water resources.

  • Experience in budget management, contract development, and evaluation.

  • Experience supervising and leading teams, including conducting performance evaluations, providing mentorship, and fostering professional development.

  • Bachelor's degree in Environmental Science, Environmental Engineering, Public Administration, or a related field required.

  • Master's degree in Environmental Management, Urban Planning, or a related field preferred.

  • Equivalent combinations of education and experience may be considered.

Computer Skills

  • Microsoft Office – Excel, Word, Outlook, and PowerPoint.

Required Licenses and/or Certifications

  • Possession of a valid Driver’s License

Knowledge

  • Systems and practices for delivering municipal services and utility functions within public works or planning departments at the local level. 

  • Utility rate setting and public budgeting/administration practices.

  • Contract development, management, and evaluation strategies

  • Building and maintaining effective partnerships with other agencies and non-profit organizations. 

  • Pertinent federal, state, and local laws that pertain to: Solid Waste and Recycling, Urban Forestry, Water Resources and/or management of similar Environmental Resources

  • Modern office procedures, methods, and computer equipment

  • Use of personal computers and basic software

Abilities

  • Research and analyze policies, comparative practices, and program outcomes relevant to the program areas and propose strategies and solutions that will be effective at the local level. 

  • Work within the organization and with partners to plan and manage projects and programs that implement the organizations’ goals. 

  • Operate a personal computer and appropriate software
