Position Summary
The Bureau of Planning and Sustainability (BPS) is seeking to fill two vacancies within the Garbage and Recycling Team. Both positions will work in collaboration with the team and Outreach and Education Manager to engage with diverse audiences through residential, multifamily, business, and youth programs. These positions will strive to empower Portland communities through education, behavior change, volunteering, grassroots outreach and community organizing, culturally specific outreach, social media, and community partnership events. These positions will also provide technical assistance to workplaces, property managers, residents, and educational institutions in improving their waste reduction and recycling practices.

Community Recycling & Waste Reduction Coordinator
Portlanders know recycling and waste reduction are important for the environment, but many need more help on the details. We are looking for an enthusiastic outreach coordinator who can connect to Portland residents, community-based organizations, community partners, and other agencies and engage with stakeholders on garbage, recycling, compost, and waste prevention.
As a Community Recycling & Waste Reduction Coordinator, you will:
Create and develop a strategic plan for engagement, outreach, programs, and campaigns aimed at reaching single-family homes for recycling, waste reduction, reuse, and toxic material reduction.
Manage the waste prevention and reuse program; create content; develop tools and resources to help Portlanders reuse, repair, and share.
Expand the waste prevention and reuse audience by identifying and developing culturally specific strategies for more effective social media, presentations, and networking campaigns.
Coordinate outreach designed to reduce toxic or environmentally impactful materials, in addition to issues around sustainable consumption and improved consumer purchasing practices.
Support the Master Recycler program, tabling events, coordinating volunteers, and presenting to the Master Recycler class about City programs.
Build relationships with community-based organizations, underrepresented communities, property owners, residents, businesses, and government agencies.
Track and record program and outreach data; create reports and/or presentations on program plans and accomplishments; assist with state and regional required waste reduction reporting.
Manage contracts, track, and reconcile expenditures, and recommend annual budgetary needs.
Engage with regional governments by participating in recurring work groups.
Multifamily Recycling & Waste Reduction Coordinator:
Reaching renters is a high priority for the City of Portland. Multifamily properties and residents need equitable access to garbage and recycling services, and this position will be integral to the strategic planning for equitable engagement, outreach, programs, and campaigns that meet state requirements. This position will work as part of a cohesive team to not just ensure compliance with the State of Oregon’s Opportunity to Recycle Act and Oregon Metro’s 2030 Regional Waste Plan, but to also implement new, regional guidelines to improve recycling and waste collection at multifamily properties.
As a Multifamily Recycling & Waste Reduction Coordinator, you will:
Drive and manage the planning and implementation of equitable multifamily-focused engagement and outreach around garbage reduction, recycling, compost, food waste reduction, and thoughtful consumption practices.
Troubleshoot challenges multifamily residents, property managers, and owners encounter around garbage, recycling, and bulky item disposal; develop effective tools for waste prevention and improved consumer purchasing practices.
Establish effective working relationships with and serve as a liaison to jurisdictional partners, affordable housing partners, rental housing associations, community-based organizations, volunteers, and waste industry partners.
Collaborate with BPS enforcement staff to ensure multifamily property owners meet City’s recycling guidelines.
Develop and maintain communication channels to reach multifamily residents, such as social media, newsletters, print, online media, presence in the community, presentations, and public events.
Work in partnership with the Garbage and Recycling Outreach Team to develop creative social media content to promote resource conservation.
Manage contracts, track, and reconcile expenditures, and recommend annual budgetary needs.
Track and record program and outreach data; create reports and/or presentations on program plans and accomplishments; assist with state and regional required waste reduction reporting.

Multilingual: Bilingual, both oral and written fluency, strongly preferred (e.g., fluency in writing/speaking/reading in Spanish or one of the top-spoken languages in Portland, such as Vietnamese, Chinese, or Russian).

To Qualify
The following minimum qualifications are required for this position:
Experience researching, planning, developing, creating content for, and/or implementing an outreach and education campaign.
Experience successfully collaborating with communities of color and/or communities traditionally underrepresented in decision-making; facilitating inclusive participation in programs and activities; and communicating cross culturally.
Experience managing projects, tracking budgets, and ensuring compliance with project or program requirements (e.g., state, regional or other requirements).
Knowledge of environmental sustainability principles and practices, such as recycling, waste management, or other areas of sustainability.
Ability to engage in problem solving, team building and effective partnerships with project teams, community members, community-based organizations, local businesses, and government agencies.
