This position will be part of the Community Waste Prevention team (CWP) in the Waste Prevention and Environmental Services Department (WPES). CWP is responsible for reducing the impacts of waste through education, grants and investments, and partnerships. We are seeking an experienced grant writer to join our team and contribute to funding critical initiatives across the WPES department.

As the Waste Prevention Grants Program Manager, you will:

  • Grant Management and Strategy: Assist in the development and implementation of WPES’s grant strategy, including identifying priority areas for funding, evaluating grant performance metrics, and making recommendations for program improvements and expansion.

  • Research and Identify Funding Opportunities: Conduct comprehensive research to determine the best opportunities for WPES to pursue, that align with WPES’s 2030 Regional Waste Plan  (2030 Regional Waste Plan) and the Metro’s Strategic Plan to Advance Racial Equity, Diversity, and Inclusion (Strategic Plan to Advance Racial Equity, Diversity, and Inclusion)

  • Grant Proposal and Application Development: Collaborate with WPES staff, program managers, and subject matter experts to develop grant proposals that are clear, persuasive, and responsive to funders’ priorities. Prepare and submit grant applications, ensuring timely submission and adherence to all necessary documentation, forms, and requirements. Maintain accurate records of applications, outcomes, and reporting deadlines.

  • Grant Reporting and Compliance: Work closely with program managers and finance staff to monitor grant-funded programs, ensuring compliance with grant terms and conditions. Prepare and submit regular reports to funders, providing updates on program progress, outcomes, and financial status.

  • Relationship Building: Foster positive and productive relationships with funding agencies, foundations, and community partners. Attend meetings, workshops, and networking events to stay informed about funding opportunities, build connections, and promote WPES initiatives.

  • Collaboration and Communication: Collaborate with various internal teams and stakeholders to gather necessary information for grant proposals and reports. Maintain open communication channels to ensure alignment and maximize the effectiveness of grant-related activities.

  • Familiarity with public and private grant funding sources, their application processes, and reporting requirements.

  • Ability to center racial equity in developing long- and short-range program goals; evaluate objectives, policies and processes with an equity lens; write clearly about Metro’s equity goals in alignment with funders’ priorities.

  • Excellent research, writing, and editing skills, with knowledge of technical grant writing and the ability to convey complex concepts and data in a clear and compelling manner.

  • Strong understanding of waste management, environmental sustainability, and historical and current inequities in the garbage and recycling system; commitment to inclusive government delivery of services to address past harm to historically marginalized communities.

  • Desire to be a contributing member of a team and support one another while able to work independently as the position requires.

  • Awareness of best practices in equitable storytelling. 

  • Detail-oriented with exceptional organizational and project management abilities. Excellent time management skills, including working with deadlines and flexibility in dealing with competing priorities. 

  • Strong interpersonal skills, including the ability to collaborate effectively with diverse stakeholders and build relationships with funding agencies and community partners.

  • Advanced skills in Microsoft Word, Teams, Excel, Outlook, and PowerPoint. Proficient in using productivity software and grant management systems.

  • Experience managing quantitative and qualitative program evaluation.

• Four years of experience in a similar position and

• A Bachelor’s Degree in applicable area of study; or 

• Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities

 
Schedule:

  • This is a full-time position working Monday-Friday with some evening and weekend work required to attend events, networking, and meeting with funders.

  • This is a hybrid job, with time split between a remote location, the Metro Regional Center as required, and meetings and events in the community with funders, etc. Metro provides access to a vehicle or mileage reimbursement for travel. 

Preferred Qualifications:

  • Experience and success in securing competitive, strategic, and sustainable funding at the $100,000 or above level

  • Demonstrated ability and experience in program development and project managing a sizable portfolio of competitive grants of $500,000 or more

COMPENSATION AND REPRESENTATION
Based on the Oregon Pay Equity Act requirements, Metro’s internal equity review process, and the candidates’ qualifications, the appointment will typically be made between $86,860.80 to $100547.20. The full-salary range for this position is $86,860.80 to $116,417.60 annually.
 
This position is not eligible for overtime, and is represented by AFSCME 3580. It is classified as a Program Manager (Program Manager (Download PDF reader)). Classification descriptions are typically written broadly and do not include the specific duties and responsibilities of the positions.
