The Position

The Sustainable Procurement Program Manager is responsible for developing and implementing strategies, guidance, and technical resources for City staff to comply with the City’s Sustainable Procurement Policy and harness public agency purchasing power to transform markets to support a more equitable, healthier, and sustainable society. The Program enables healthier natural systems (air, water, soil, biomes), reduced exposure to toxics, reduction in greenhouse gas (GHG) emissions, ethical business practices, and economic prosperity throughout product and service lifecycles and supply chains. To achieve results, the Program engages key stakeholders within bureaus, the business community, and nonprofit advocacy groups, and collaborates with sustainable procurement colleagues at other agencies (public and private) at a regional, national, and international level.

The Program is a requirement of the City’s Sustainable Procurement Policy (ADM 1.09) and program activities align with other City sustainability strategic goals and policies such as the Green Building Policy (ENB-9.01) and the Climate Emergency Workplan 2022-2025.
The Sustainable Procurement Program is housed within Procurement Services.

This position is responsible for the overall design, development, planning, administration, and implementation of the Sustainable Procurement Program and specific projects therein. The position supervises staff within the Program and conducts all high-level, complex administrative functions to sustain the program such as strategic planning, policy and procedure development, budgeting, performance tracking and accountability, and executive-level engagement as well as other internal and external stakeholder engagement. 


What you will get to do:

  • Conduct research and analysis to inform strategic program prioritization.

  • Develop and implement all aspects of sustainable procurement initiatives, including approach, stakeholder engagement, and evaluation of impacts (environmental, social, and fiscal).

  • Provide project management for multi-bureau sustainable procurement initiatives and projects.

  • Utilize change management strategies to support stakeholder transitions to more sustainable materials, products, services, and processes; facilitate and manage pilot projects for new materials, products, services, and processes.

  • Analyze, interpret, and apply relevant laws, regulations, ordinances, policies, and procedures applicable to sustainable procurement; in particular, public contracting laws and procedures.

  • Conduct technically complex research on alternative materials, products, or processes, including feasibility, performance, and life cycle impacts and costs.

  • Interpret data, perform analysis, and provide recommendations to key stakeholders and bureau management for multi-bureau action to reduce negative environmental and social impacts associated with materials, products, services, and processes.

  • Analyze markets for the availability, cost, and performance of environmentally and socially preferable products, materials, and services.

  • Develop technical specifications and evaluative criteria, customized by type of product or service, to facilitate the procurement of environmentally and socially preferable products and services across all types and levels of procurements.

  • Utilize technological solutions to implement, assess, enforce, and report on policy compliance, areas for improvement, and opportunities for focused stakeholder engagement.

  • Ensure data integrity; evaluate and implement data system improvements in response to end-user feedback.

  • Develop and maintain funding strategies for the program and specific initiatives; develop fiscal impact statements.

  • Author and publish case studies and other program communications.

  • Participate on advisory committees and boards for various external organizations (mostly non-profit organizations) related to sustainable procurement. In capacity as board member, provide strategic organizational guidance, review and contribute to organization’s deliverables, and monitor organization’s budget and fundraising efforts.

Work Location
Many positions within the City are designated as hybrid and currently the City requires you to work in-person one day per week. Beginning in May 2023, most hybrid employees will be expected to perform at least half of their work in-person.Council approved a human resources administrative rule in January 2023, HRAR – 4.045, requiring employees, including those who are fully remote and hybrid, to perform work within Oregon or Washington.   1. Knowledge and Experience with the science, policies, regulations, and complex issues that underlie environmental and social standards, schemes, and labels, and what makes a product or service environmentally or socially preferable within a lifecycle context.

  2. Knowledge of principles and practices of business communication and program administration.

  3. Knowledge of greenhouse gas (GHG) accounting concepts, namely the distinction among Scope 1, 2, and 3 GHG emissions.

  4. Knowledge and Experience managing projects from inception to completion.

  5. Knowledge and Experience with the Microsoft Office suite, in particular using Microsoft Excel for data analysis.
