There is so much more to the garbage and recycling system than you might think! We are looking for a new team member to help tell the story of garbage, recycling, and reuse systems across greater Portland. Do you have a knack for crafting messages that resonate? What will you do?
We’re looking for a team member who is a strategic communications expert, experienced project manager, and public relations superstar to join Metro’s garbage and recycling communications team. You’ll need to see the big-picture goals and outcomes and also plan the individual steps and little details along the way to achieve them, all while coordinating with people across different teams and juggling multiple projects. You should be able to work with a high degree of independence, developing and implementing plans for strategic communications, editorial, and marketing projects.
Strategic communications
You’ll provide support for a variety of topics and programs including toxics reduction, natural gardening, recycling tips, and community engagement efforts. You’ll create and implement strategic communications plans, develop messaging, think through potential risks, handle media relations for the projects you support, and write talking points, presentations, and more.
Content creation
As one of the content creators on the team, you’ll work with the content strategist to produce a variety of print and digital content for Metro’s website, print and digital ads, and social media channels. You’ll also develop and implement message strategies, working to identify long-term goals, audiences, themes, and topic areas.
You’ll take a deep dive into the world of garbage and recycling, form relationships with community partners, and help establish a messaging framework. Programs in the garbage and recycling department range between waste reduction, recycling information, natural gardening, school education, and policy changes. We’re looking for excellent writing skills, digital and multimedia ad creation, media and news response, and project management.
As a project manager with the communications team, you’ll be asked to track key project deliverables, understand the capacity of the team and work with contractors to meet important deadlines. All of this work will have the goal of advancing racial equity and implementing the 2030 Regional Waste Plan.
You’ll also assist in the creation and management of content for Metro’s garbage and recycling webpages, including serving as a key stakeholder in identifying the garbage and recycling content for the next version of Metro’s website and assisting with translations of foreign-language webpages.
Your creativity will be tested to both create various types of content and to edit materials created by colleagues, such as social media posts, videos, photos, respond to inquiries from the public, fact sheets, flyers, brochures, talking points, and just about anything else that needs to be produced.
Marketing
In this role, you will lead the development and implementation of garbage and recycling marketing strategies and initiatives known as Ask Metro. You will develop our marketing strategy, project manage the paid advertising budget, create ads, and coordinate with media outlets. We are also aiming to develop and launch a partnership with news outlets for a 6-month promotion of programs and information resources.
You’ll also be responsible for project managing and creating content for various marketing initiatives, including posters at the transfer stations, billboards, and magazines in multiple languages.
Essential Job Duties
You will be expected to use a racial equity lens in all of your work. You should have a deep understanding of the historic inequities in America, social determinants of health, and the ways that institutional racism, racial disparities, and colonization can impact health and the environment. In your role, you will be charged with designing and implementing marketing initiatives and building processes that are intentional about prioritizing and embedding racial equity.

This team member will need to use their lived experience navigating systems of oppression to create marketing materials that are culturally relevant to Black, Indigenous, people of color and other historically marginalized communities and that connect across greater Portland’s diverse communities.
As the garbage and recycling team’s marketing and content specialist, you will work closely with colleagues in both the Waste Prevention and Environmental Services (WPES) and Communications departments, including urban planners, transfer station operators, education specialists, policy experts, the RID Patrol, community engagement aficionados, designers, web experts and others.
Ideal Candidate / Attributes of Candidates
• Experience working with diverse groups, including communities of color, rural communities, subject-matter experts, elected officials, and advocates.
• Ability to use a trauma-informed lens in engaging with coworkers and community partners.
• Ability to quickly and accurately translate technical information into a variety of publications and media so it can be easily understood by a general audience.
• Experience leading project teams, including facilitating meetings and keeping team members informed.
• Ability to effectively manage multiple complex tasks and successfully meet deadlines.
• Ability to set and track metrics and measure outcomes of communications and marketing projects and initiatives.
• Ability to design using Adobe programs, including Photoshop, InDesign, and Acrobat Pro
• Basic computer and software skills, including Microsoft Word, Excel and PowerPoint
• Ability to converse, speak or write Spanish or Russian is a plus.
• Preferred knowledge or interest in public information officer emergency management training.

• Bachelor’s degree in journalism, communications, marketing, public relations, political science or a related field AND

This position requires the ability to perform activities necessary to complete the essential functions of the job, either with or without reasonable accommodation. The base salary target range for this recruitment would bring in candidates at a salary between $73,153.60 to $84,739.20. The salary range for this position is $73,835.20 to $98,092.80
