    The Oregon Department of Environmental Quality has a full-time opportunity for a Climate Policy Community Engagement Coordinator (Program Analyst 4) in Portland, Oregon.

    The Office of Greenhouse Gas Programs is responsible for leading the agency’s efforts to develop and implement regulatory programs to reduce Oregon’s greenhouse gas emissions. The Office includes a program that collects data on statewide greenhouse emissions. Staff in the office also run the Oregon Clean Fuels Program, a market-based program that reduces these emissions from transportation fuels across the state.

    This new position will work on a third team within the Office of Greenhouse Gas Programs that is developing and implementing the Climate Protection Program. The Climate Protection Program is a new statewide program that establishes a mandatory declining limit, or cap, on emissions from fossil fuels, such as gasoline, diesel, and natural gas used in transportation, residential, commercial, and industrial settings throughout Oregon.  The Climate Protection Program targets a 50% reduction in these emissions by 2035 and 90% by 2050. 

    What you will do!

    You will coordinate a diverse set of tasks associated with the implementation of the Climate Protection Program. The goals of this program are to reduce emissions, while promoting equity and containing costs. The program prioritizes the reduction of greenhouse gases and other air contaminants in environmental justice communities, including communities of color, communities experiencing lower incomes, tribal communities, rural communities, and coastal communities.  These communities are disproportionately burdened by the effects of climate change and pollution, are traditionally underrepresented in public processes, and have less access to new, clean technologies.  

    A key element to supporting equity within the Climate Protection Program, and the focus of this position, is implementation of Community Climate Investments.  The Community Climate Investment component of the program is designed to prioritize investments in Oregon communities that are most impacted by climate change and air pollution. These investments will help these disadvantaged communities transition away from fossil fuels towards cleaner and more sustainable energy.

    You will be engaging with organizations and individuals that represent environmental justice communities across Oregon, the general public, and practitioners on developing and implementing the Community Climate Investment program.  For this innovative and exciting program to be successful, it is important for the person in this position to understand the underlying, and often long-standing, environmental impacts to Oregon’s environmental justice communities and to continue to learn about their needs and priorities.  You will work closely with third-party entities on contracts, work plans, project development, emission reduction tracking, performances metrics, and financial controls. You will also advise program staff, management, and agency leadership on the extensive and ongoing work with those communities and the organizations representing them.

    What are we looking for?

    Minimum Qualifications: Bachelor’s degree in business or public administration, behavioral or social sciences, or a related degree, AND 5 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).

    Candidates who are most competitive will also reflect the following:

    • Climate change, natural resources, or community focused public policy program and project management experience, including development, implementation, and evaluation of projects; experience developing program performance metrics.

    • Experience conducting in-depth evaluations of program rules, policies, and operations; experience adapting or creating new procedures to solve program issues.

    • Proven experience with process improvement and change management.

    • Community engagement experience; ability to build collaborative partnerships with a wide variety of stakeholders; skilled in facilitation, negotiation, and collaboration.

    • Ability to interpret and communicate complex and technical federal, state, and/or local regulations and guidance to the public and community organizations.

    • Excellent verbal and written communication with diverse audiences; effective presentation skills, and the ability to match presentation style to the needs of individual audiences; ability to create engaging materials and reports for public audiences.

    • Experience developing and managing complex, long-term contracts.

    • Skill in writing clear and concise evaluation reports that include analyses, recommendations, and conclusions

    • Organizational and time management skills, with an attention to detail, and an ability to work under tight deadlines with shifting priorities.

    Working Conditions:

    Work is primarily in an office setting with occasional travel in-state and out-of-state for meetings, conferences, advisory committees, Environmental Quality Commission meetings, public hearings, and trainings, some of which may include evening work and/or overnight stays. Some physical outdoor activity involved during visits to industrial sources may include adverse weather conditions; exposure to pollutants, chemicals, contaminated soil and water, fumes, and airborne contaminants; fall or tripping hazards; climbing of stairs to gain access to multilevel facilities; and substantial walking.
