    Clark County’s Solid Waste program is seeking applicants for the position of Environmental Outreach and Education Program Coordinator (PC). This position will lead a dynamic team who provide public engagement, outreach and education to broad audience around solid waste topics, including waste reduction, diversion, and effective participation in the local system. We are excited to bring someone on board with experience in developing and managing solid waste outreach programs and work plans, strong communication and time management skills, and an ability to quickly develop effective working relationships with a broad array of partners.

    This is a full-time, exempt position reporting to the Program Manager.

    Qualifications

    This position will be responsible for the following:

    • Environmental Outreach Program Coordination

      • Lead annual process of developing coordinated work plans for individual programs and partnering outreach resources.

      • Apply the goals and recommendation of the Solid Waste Management Plan.

      • Use program data and effective strategies to measure the impacts of outreach work.

      • Assist team in identifying, developing, and evaluating new programs or strategies to address a need within the solid waste system.

      • Implement and update the Outreach Management Plan, which outlines processes for establishing priority topics and strategies for outreach and education focus.

      • Lead review, recruitment and on-boarding process for team vacancies or additional positions.

      • Apply countywide and department policy expectations.

    • People Management

      • Establish annual professional goals with each direct report and monitor and evaluate quarterly. Regularly review progress towards goals and outcomes, modify as needed or address challenges.

      • Teaching, motivating, coaching and managing teams.

      • Organizing and delegating assignments to team members.

      • Manage team schedules, time cards, leave, and other related matters.

      • Directly address team performance issues within the guidelines set by HR and Union Contract policies.

      • Perform individual performance reviews.

    • Partnership Development

      • Serve as primary liaison with partnering outreach agencies. This includes coordinating regular meetings with partner agencies and serving as advocate for the outreach team and their work plans.

      • Collaborate with other county departments as needed.

    • Budget

      • Facilitate collecting outreach team input for annual budget development process.

      • Guide team as needed in monitoring and managing aspects of program budgets.

      • Guide team as needed in purchasing processes and need.

      • Guide team as needed in the development and management of contracts and purchasing.

      • Manage program-wide contracts.

    • Other responsibilities may occasionally include: conduct research to inform project; supporting team members in projects, field activities, and events; attending regular team and partner meetings.

    Examples of Duties

    PREFERRED ABILITIES AND EXPERIENCE

    Ideal candidates should be able to demonstrate experiences and abilities in the following areas:

    • Developing, implementing, and evaluating successful outreach programs and strategies to a variety of audiences with a focus on solid waste, behavior change, and related topics.

    • Experience establishing and maintaining effective working relationships with small staff teams, media, grantee partners, the public and others encountered in the course of work.

    • Leading the collaborative development and management of program work plans.

    • Experience exercising independent judgment, problem-solving, and taking initiative within established procedures and guidelines.

    • Evaluating outreach programs against metrics such as access to and impact of the system on communities of color, the elderly, and other underserved population in Clark County,

    • Organization and time management.

    • Project management.

    • Familiarity with Clark County’s Solid Waste and Environmental Outreach program, or other similar programs.

    • Contract development and management, including evaluating contractor performance and contract enforcement.

    • Interest and willingness to continuously improve in the areas listed above, and to apply new information and changes in the technological, social, and environmental landscape to how work is accomplished and evaluated.

    QUALIFICATIONS

    Education and Experience:  Bachelor’s degree in a related field and/or a combination of experience and specialized training which includes a minimum of two (2) years of experience within the assigned area. 

    Knowledge of:  The principles and practices of public sector organization and program operations;  project management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development and justification; analysis and evaluation of policies, procedures, public information, and service delivery issues; local and state lawmaking processes; research methods and techniques; trends and practices within the specialized area; and personal computer applications and usage. 

    Ability to: Effectively plan, direct, and delegate program components; assign, supervise and evaluate the work of subordinates; delegate responsibility and authority to carry out policy directives of the governing authority in an effective and timely manner; analyze problems, identify alternative solutions, project consequences of proposed actions, and formulate recommendations; utilize various PC applications at an advanced level; interpret and explain policies, procedures, laws, and regulations; establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors, and other County staff.  

    Other Special Requirements: Some positions require a valid driver’s license and a successful criminal background check as required by law.

    WORK ENVIRONMENT

    This position is currently, completely remote due to COVID-19 requirements. It is expected that once it has been deemed appropriate, the Solid Waste program will adjust to a mixture of in-person collaboration work, field work, and remote work. Remote work residency is limited to Washington and Oregon.

    Other Necessary Qualifications:

    • Must be able to respond to public health emergencies or exercises at any time, except while on scheduled vacation or other leave. In addition, leaves may be cancelled under public health emergencies.

    • Must protect the privacy and security of protected health information as defined in State and Federal law.

    • Must adhere to OSHA/WISHA guidelines, including but not limited to timely completion of mandatory trainings.

    • Possess a valid driver’s license, vehicle insurance and has access to reliable transportation.

    • Must adhere to the Department employee immunity policy and provide documents as requested.

    • Maintenance of specific licenses (if appropriate).

    Retirement Information

    All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
