About NCER
The National Center for Electronics Recycling (NCER) is a 501(c)(3) non-profit organization that is dedicated to the development and enhancement of a national infrastructure for the recycling of used electronics in the U.S. Since 2008, NCER has managed the Oregon State Contractor Program for Electronics Recycling (SCP), a program within Oregon E-Cycles through a contract with Oregon Department of Environmental Quality. The Oregon E-Cycles program was created by Oregon’s electronics recycling law and is financed by electronics manufacturers to provide free recycling of computers, monitors, TVs, keyboards, mice, and printers to households, small businesses, and nonprofits. This position has the opportunity to work with a dynamic and supportive team of mission-focused individuals tasked with providing convenient, responsible recycling for unwanted electronics in Oregon.
The SCP has a part-time opportunity available for a Program Manager. Although the position is remote, preferred candidates will be based in the Pacific Northwest.
Job Description:
You will serve as a technical expert in extended producer responsibility (EPR) supporting the implementation and evolution of the SCP. You will also oversee the day-to-day operations of the SCP, with a focus on three core complementary functions: 1) management of a collection network, 2) management of transporters and recyclers, and 3) public outreach and education.
Basic duties include:
Lead the development and continual improvement of the collector network
– Manage, maintain, and, as necessary, update collection sites and services
– Ensure the collection network meets or exceeds the convenience standards and environmental management practices
– Send quarterly newsletters to service providers to keep them informed
Data collection, management, and reporting
– Enter shipment requests and update our online database used for reporting and payment
Inspection and Oversight
– Oversee service providers to assure compliance with Environmental Management Practices (EMPs)
– Maintain documentation and records of oversight, inspections, audits, and compliance status
– Report any areas of concern in monthly reports to NCER and DEQ
– Take immediate steps to correct areas of concern, substandard performance, and nonperformance
– Ensure service providers meet or exceed insurance types and limits
Drive public outreach efforts
– Provide statewide outreach to covered entities
– Use logos, messaging, and materials developed by DEQ to achieve a consistent message
– Follow any outreach implementation plans as directed by DEQ
Management
-Attend meetings (virtual and in-person) with DEQ, other manufacturer programs, and recycling stakeholders regarding program performance and potential improvements
-Prepare monthly, quarterly, and annual reports
What are we looking for?
Minimum Qualifications: A Bachelor’s degree in business or public administration, environmental, behavioral or social sciences, or a related degree, AND 4 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).
Candidates who are most competitive will also reflect the following:
Recycling program and project management experience, as well as knowledge of transportation/logistics issues.
Product stewardship: Understanding of the relationships between material production, marketing, and consumption, and an ability to identify reasonable regulatory and non-regulatory strategies to influence or shape market decisions.
Ability to build collaborative partnerships with a wide variety of stakeholders.
Experience in basic word processing and data management programs such as Microsoft Word and Excel.
Excellent verbal and written communication, organization, and time management skills, with an ability to pay attention to detail, and an ability to work under tight deadlines with shifting priorities.
Working Conditions:
Work is primarily remote, in a location of your choosing. This position requires routine travel in Oregon for stakeholder and DEQ meetings, as well compliance oversight for collectors and processors.
