The Oregon Department of Environmental Quality has a permanent full-time opportunity available for an Aboveground Storage Tank (AST Coordinator (Administrative Specialist 2) in Portland, Oregon.

The Land Quality Division supports the agency's mission by managing environmental cleanups, assessing cleanup sites, promoting manufacturing and recycling of non-toxic commercial products, safely managing the disposal of solid and hazardous wastes, overseeing the state's underground storage tank and heating oil tank programs, ensuring timely response and cleanup of spills of oil and hazardous materials, and regulating safe discharge of ballast water to state waters.

The Fuel Tank Compliance Section is a leak and spill prevention program for facilities with regulated fuel storage tanks located both aboveground and underground. Through facility assessments and inspections, the program is designed to promote use of safe fuel storage practices according to established design, installation, or operation requirements. This work prevents leaks and spills by equipment failure due to installation errors, operating errors, equipment deterioration, and seismic activity. This includes rule and policy development, statute revision proposals, training, technical assistance, inspections, and enforcement.

What you will do!

You will support the Fuel Tank Compliance Section by performing a variety of routine and non-routine duties and responsibilities associated with development of the Seismic Stability Program. You will establish and maintain procedures and other controls; monitor program activities, such as auditing of collected data and eligibility/applicability for compliance with fuel tank assessment and mitigation requirements; review and process one-time notifications, applications, reports, and other submissions; negotiate with involved parties to obtain completed documents or submittals; check materials for completeness; and coordinate communication, planning, and scheduling of new rule development and implementation. In addition, you will coordinate projects or other activities with other DEQ programs and local, state, and federal agencies to research and identify goals and objectives and further coordinate mutual implementation work; prepare, coordinate, and monitor activity under interagency agreements, contracts, requests for proposals, and other agreements with state, federal, and local agencies; assist regulated entities with basic questions regarding the program’s data management and paper filing systems; and process public records requests.

What are we looking for?

Minimum Qualifications: 2 years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Duties should have included the interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations.

Candidates who are most competitive will also reflect the following:

  • Familiarity with fuel tanks and seismic stability; experience with government regulatory work; experience with natural resources program operations and implementation.

  • Excellent verbal and written communication skills, interpersonal skills, and customer service skills.

  • Strong organizational and time management skills with an ability to switch priorities or projects seamlessly; high aptitude for learning new things and an ability to pay attention to detail.

  • Experience with administrative data collection and analysis.

  • Experience with databases, including entering data, running reports, and maintaining data integrity.

  • Experience researching, analyzing, and interpreting data and other information.

  • Proficient in Microsoft Office: Word, Excel, Outlook, and PowerPoint.

Working Conditions:

Work is primarily in a fast-paced professional office with multiple demands on time. This position requires occasional travel on official State business for meetings, conferences, workshops, trainings, site visits, and public hearings, some of which may be held in the evenings and involve overnight stays. There will be occasional lifting of approximately 25 pounds.
