The Position

This is a Limited Duration position. Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.
The Bureau of Planning & Sustainability is seeking a Clean Industry Development Coordinator (Coordinator II) to help Portland to become a national leader in clean industry development and circular economy practices. The Clean Industry Development Coordinator will project manage a clean industry study and analysis to evaluate the scope, role and needs for creating a clean industry hub in Portland that supports the decarbonization, circular economy practices and more efficient use of materials and resources for the largest individual emitters of greenhouse gases in Portland: industry and large institutions, such as hospitals and higher education. The Clean Industry Development Coordinator will commission this study and manage and oversee the request for proposals, ensuring that it meets timelines and outcome goals. They will also convene and provide staff support to a diverse 20-member stakeholder advisory committee to inform this project and identify synergies and collaboration opportunities, support implementation of pilot projects and work with the advisory committee and consultants to identify an implementation plan for moving this work ahead after the study is complete.
Role & Responsibilities
Coordinate and provide oversight for clean industry hub analysis, manage stakeholder group, develop implementation plan, including supporting potential pilot projects and funding options. This work will be in partnership with Prosper Portland.
Working with BPS Contracts Administrator and City Procurement, lead process to review and select contractor and manage contract with BPS Finance team.
Work with consultant team to determine and finalize the scope of the study and provide regular feedback and guidance.
Ensure study meets objectives and is delivered on time with workable recommendations.
Coordinate and convene stakeholder advisory group for clean industry hub.
Regularly convene stakeholder group collectively, and work with stakeholders individually to seek their input and guidance on the study.
Work with stakeholders to develop and identify specific action recommendations and implementable ideas, including providing support for specific pilot projects.
Identify action plan for implementing clean industry hub including near term and longer-term actions.
In collaboration with others, support pursuance of funding opportunities for implementing clean industry action plan.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status. In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location.
To Qualify
Applicants must specifically address and demonstrate in their cover letter and resume how their education, training, and/or experience, meets each of the following minimum qualifications:
At least 5 years’ experience in project management and program administration.
Knowledge and experience working with different stakeholders, including the business community, and ability to facilitate inclusive participation in programs, dialogue and shared agreements.
Experience evaluating consultant proposals; administering and overseeing the management of consultant contracts.
Ability to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines.
Ability to communicate clearly, logically, and persuasively, both verbally and in writing; prepare concise and comprehensive reports, correspondence, and other documents.
Ability to research, plan, and implement programmatic actions, including determining ways to finance plans.
Understanding of sustainable economy issues and climate change.
