The Position

The Bureau of Planning and Sustainability (BPS) and the Portland Clean Energy Community Benefits Fund are seeking a Clean Energy Project Manager (Coordinator II) to join the PCEF team that has been working to launch and implement this innovative grant program for projects that address climate change and advance racial and social justice. Being part of the PCEF team is a fast-paced, dynamic and fluid endeavor. The work and functions of the position is likely to evolve and expand in exciting ways over time. This position will help ensure that PCEF clean energy (energy efficiency and renewable energy) grant applicants and recipients have a positive experience and receive the support they need to be successful in their projects and programs in alignment with PCEF guiding principles.

Clean energy projects and programs will comprise 40 to 60 percent of program funds. This portfolio will be managed by two Clean Energy Project Managers, this position and one that is already on the team. Clean energy grants will include both planning and implementation activities. We anticipate that most grants will be making efficiency or renewable improvements on existing buildings but some will also be building beyond code for new construction and developing other community based clean energy solutions. Many PCEF grantees will come from communities that have historically not had access to work in the clean energy sector; management of these grants will require building strong relationships and close monitoring to ensure that grantees are successful and that public funds are stewarded for maximum environmental and social benefit.

As a first-in-the-nation community-led climate fund, PCEF’s mission is to fulfill a community-led vision that builds resilience and quality jobs with proactive steps to fight climate change while advancing racial justice and providing economic opportunities for People of Color, people with low incomes, women, and people with disabilities. PCEF will rely on this position’s high level of project management experience, knowledge of energy efficiency and renewable energy projects, and communication skills to help ensure the success of clean energy grants.

Roles And Responsibilities

  • Support grants awarded for clean energy projects and programs: Serve as primary point of contact for half of clean energy grant portfolio; work with grantees to define detailed scopes and metrics, monitor grant progress, and ensure compliance.

  • Facilitate multi-stakeholder interactions and collaborations: With project team, support grantees and stakeholders (e.g. contractors, industry associations, members of the community, etc.) in opportunities to collaborate, improve outcomes, develop best practices, and share lessons learned.

  • Review grant proposals: As part of a team, this position will review and score grant proposals and provide input and recommendations regarding grant award and management processes.

  • Assist with program analysis: In coordination with other members of the PCEF team, this position will perform analysis related to energy efficiency and renewable energy best and emerging practices and contribute to the program’s continuous improvement efforts.


Ideal Candidate Profile
The Ideal candidate will have knowledge and/or experience related to building science and construction practices, energy efficiency and/or renewable energy, as well as project management, grants, and contracts experience. Candidates with lived or work experience with communities of color or historically marginalized communities are strongly desired. Those skilled in analyzing data, identifying process improvements, customer service and collaboration with a variety of stakeholders will be ideal. All candidates should have a strong commitment to racial justice, diversity, equity, and inclusion.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status. To Qualify

Applicants must specifically address and demonstrate in their cover letter and résumé how their education, training, work experience, and/or lived experience, meets each of the following minimum qualifications:


  1. Experience successfully collaborating with, working with, and/or organizing with communities of color and other historically marginalized communities.

  2. Minimum of five years of experience managing projects, tracking budgets, and ensuring compliance with project or program requirements (e.g. permitting, reporting, other requirements).

  3. Knowledge of building science principles and energy efficiency sector.

  4. Ability to organize and manage a high volume of projects, detailed material, and communication with multiple internal and external parties to ensure grant compliance and project success.

  5. Ability to apply relevant code, regulation, permitting requirements, administrative rules, and policies, and exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines to support program success.

  6. Ability to maintain effective working relationships and communicate the needs of the program and its grantees with internal and external stakeholders and others encountered in the course of work.

A typical way of meeting the minimum qualifications is any combination of education and experience that is equivalent to five (5) years in clean energy project or grant management experience or other relevant transferable experience.
