Metro RID Patrol Crew Lead 3 full time positions (Close April 26)


We are recruiting to fill 3 full-time positions.

In this position, you will lead crews to help keep the region beautiful and livable today and for generations to come.

The RID Patrol program provides cleanup services on public land throughout the Metro region by cleaning up dumped garbage; supporting local jurisdictions by removing and disposing of trash from people living unsheltered on public lands; investigating illegally dumped items to determine the responsible party; and implementing progressive enforcement options to achieve desired outcomes that support the goals and principles of the 2030 Regional Waste Plan. The RID Patrol program is working to build stronger relationships with impacted communities to more effectively address dumped and abandoned waste issues through an equitable lens.

The RID Patrol program has a small workforce-transition program that partners with community-based organizations to provide job skills and opportunities to people facing employment barriers. The RID Patrol program is currently working on an expansion of the workforce program to provide additional employment opportunities through internal and external partnerships as well as to increase the program’s ability to better serve the region in meeting the requests for services.

What you will do
In this role, you will coach and lead a work crew of workforce transition program participants to safely and effectively clean up dumped and abandoned waste on public lands throughout the region. You will support program operations and development through data collection, implementation of services, and a collaborative process to improve policies and procedures. Specific duties will include:

  • Effectively lead diverse teams and contribute to a positive and respectful team atmosphere; employ harm-reduction and trauma-informed approaches to leading work crews; develop safe work habits and practices and contribute to the safety of self and crew members.

  • Guide, direct and work alongside a small crew to ensure that dumped garbage is safely and efficiently cleaned up and disposed of properly.

  • Train, coach and direct crew members in cleanup policies and procedures; work expectations, conduct and quality standards; supplies and equipment usage; and quality/safety standards.

  • Provide excellent customer service; respectfully interact with the public including vulnerable communities; facilitate requests for cleanup assistance; address issues; coordinate cleanup operations with supervisor, program and cleanup coordinators; and respond to vehicle, equipment and safety issues.

  • Assess the safety risks of cleanup sites and waste items and direct crew members accordingly.

  • Ensure the proper packaging, transport and disposal of waste items, fluids, chemicals and other household hazardous waste items.

  • Ensure cleanup operations comply with program procedures and policies, and with applicable Metro Code, federal, state, locals and regulations; and follows COVID-19 healthy and safety requirements, policies and procedures.

  • Assist supervisor with developing and managing crew members’ schedules and requests for time off, and tracking time records.

  • Arrange and/or provide training required to safely perform cleanup activities.

  • Draft, organize and implement standard operating procedures to provide safe and effective cleanup services throughout the Metro region; recommend improvements to operations and procedures.

  • Collect thorough data at each cleanup site; keep records of work progress, equipment repair, maintenance and supplies; perform related administrative work.

  • Document and monitor work crew supplies and PPE; track expenses and monitor budget; and order supplies as needed.

  • Actively participate in RID Patrol team meetings and in reimagining the program’s use of police and incarcerated labor and its enforcement policies and procedures.

  • Experience operating, maintaining and repairing a variety of hand and power tools and equipment, such as trucks, trailers, chainsaws, trimmers, winches, and climbing equipment.

  • Education and training in health and safety areas such as OSHA 40-hour training (HAZWOPER), fall protection, slips, trips and falls, first aid, CPR, blood-borne pathogens, safe driving, asbestos awareness and personal protective equipment.

  • Ability to identify and respond to problems, seek resolutions and take ownership of mistakes; ability to ask for help from crew members as well as your supervisors; flexibility in adapting to situations and individuals.

  • Ability to work under pressure and make quick decisions while maintaining a positive attitude and safe environment.

  • Strong verbal communication and interpersonal skills; good written skills for data collection, record keeping and operational tracking needs.

    • Ability to coach and mentor crew members from diverse backgrounds and life experiences through trauma-informed and harm reduction approaches.

    • Experience leading work while applying a racial equity lens.


Experience and education
We will consider any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the duties of the job. An example of relevant experience would be:

  • Three years of experience of maintenance and operating heavy or light motorized equipment, using hand and power tools, performing minor servicing of equipment and applying safety procedures; AND

  • One year of experience with lead work responsibilities; AND

  • Two years of experience operating machinery including but not limited to front end loader, backhoe, tractor/low-boy, chainsaw, 5- yard dump truck, and truck with 14’ trailer.

    • OR

  • A Bachelor’s degree in building construction, industrial engineering or related field; AND

  • One year of experience planning, scheduling or coordinating facility system maintenance and construction projects.

This position requires a valid Oregon driver's license, and may require a Commercial Driver’s License within six months of hire.

Preferred qualifications:
The following are preferred qualifications for the position but are not required to apply, as these qualifications can be obtained after hiring:

  • AHERA/ASHARA Asbestos Inspector Certification

  • Commercial driver’s license Class A or B

  • Knowledge of and experience applying trauma-informed care and harm reduction principles

  • Knowledge of solid waste and household hazardous waste management and disposal regulations

Additional Information:This position is represented by AFSCME Local 3580 and is classified as a RID Patrol Crew Lead (click to read the full classification). Classification descriptions are typically written broadly and do not include the specific duties and responsibilities of the position. The target wage for this recruitment would bring in candidates between steps 1 - 2 of the AFSCME pay range: $29.86 - $31.27/hour.

Work location: Currently this crew physically reports onsite daily at the (closed) St. John’s Landfill. Due to the nature of the work, job duties must be performed outdoors. Telework is not available for this position.

Working conditions: Duties are performed primarily in outdoor environments. Field work requires hiking through natural areas both on and off-trail while carrying up to 50 pounds. Hiking distances vary from 1,000 feet to over a mile. Terrain covered may be flat or steep. Work will be performed in all weather conditions, including snow, rain and excessive heat. Field work may be dirty and requires strict adherence to safety protocols.
