The Position

The Portland Clean Energy Fund (PCEF) and the Bureau of Planning and Sustainability (BPS) is seeking a Financial Analyst II to safeguard the estimated $44 to $61 million in public funds the PCEF program will administer. The position will be responsible for performing all financial analysis for the fund ensuring proper financial controls and accounting oversight, management of the annual financial audit, and grantee financial process design and execution. Additional duties include leading PCEF budget development and long-term financial forecast and working with other City bureaus to allow efficient disbursement of funds to PCEF grantees.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.).  In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.

To Qualify

Applicants must specifically address and demonstrate in their cover letter and résumé how their education, training, work experience, and/or lived experience, meets each of the following minimum qualifications: 

  1. Knowledge of public administration, such as municipal budget development, public sector financial management, financial analysis and forecasting, fund management and analysis, and financial reporting.

  2. Ability to analyze and identify financial, budgetary, operational, and organizational problems and issues; evaluate alternatives; and reach sound, logical, fact-based conclusions and recommendations.

  3. Ability to communicate effectively, clearly, logically, and persuasively, both verbally and in writing; prepare clear, concise, and comprehensive financial and other reports, correspondence, and other documents involving technical, budgetary, and financial data; communicate complex analytical topics to non-financial audiences.

  4. Ability to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines.

  5. Ability and experience establishing and maintaining effective relationships with diverse partners and staff to enhance collaboration opportunities and teamwork.
