Position Summary
Community Environmental Services (CES) is a waste reduction research, service and technical assistance program, employing students to work with partners outside of the University.
Support for CES will include:
• Ensure that CES services are provided in a timely and professional manner and that accurate records are maintained.
• Train and supervise student staff.
• Work closely with CES Director to manage current projects and develop new projects, timelines, budgets and scopes of work.
• Implement all elements of project Scopes of Work overseen by this position.
• Communicate effectively with internal and external partners, including the City of Portland and Port of Portland, and funders of projects as well as new partners.
• Provide oversight and operational support for ongoing CES technical assistance and research projects.
• Establish new work programs by scoping operational and budget needs for new Materials Assessment projects in response to requests and identifying new opportunities and partners in the Metro area.
• Track and reconcile project budgets working with DRA when appropriate, invoice clients, and provide quarterly financial reports for overall program budget.
• In consultation with director and CPS Budget Administrator, manage annual program budgets. Coordinate quarterly budget check-ins with CPS staff and CES team.
• Supervise and contribute to the completion of project reports with student staff.

Minimum Qualifications
BA/BS with 3+ years of related experience.
Knowledge and experience with policy and operations regarding: waste reduction, materials management, recycling, food waste, and composting.
Experience with project management with multiple subordinate staff.
Ability to initiate negotiations of contracts with public and private partners and organizations.
Ability to travel locally and nationally in support of program operations.
Possession of a valid State-issued driver’s license.
Preferred Qualifications
Master’s with 1+ year of related experience.
1-3 years experience with waste audits or in materials management field.
Knowledge of natural resource issues and policies.
Experience managing program budget with multiple sources of revenue, setting and reconciling project budgets or able to learn quickly.
Proactive and enthusiastic to develop new partnerships.
Exceptionally detail oriented.
Knowledge of basic research study design.
Knowledge of or ability to learn basic website content management and social media communications.

Work Days/HoursThis position is .70 FTE (28 hours per week) with work days and hours to be determined with supervisor.Total Compensation Range & Benefits Statement
The starting annual full-time salary rate for this position will be between $50,748 and $54,500 (at 1.0 FTE). This position is currently at .70 FTE. The starting salary may be negotiable above this range, however it will be dependent upon the knowledge, experience, skills and abilities of the chosen candidate, the budget of the hiring department, and approval from HR.
