Clackamas County Sustainability analysts -2 positions (Closes 9/26)

Join our team as a Sustainability Analyst at the Clackamas County Department of Transportation & Development / Sustainability & Solid Waste Program. This is a unique opportunity as we are planning to fill two (2) vacant positions as a result of this recruitment process. We are seeking motivated individuals with strong communication and interpersonal skills. If you are selected for either one of the two positions, you will have an opportunity to assist in the implementation and promotion of sustainability, waste reduction, resource conservation and disaster preparedness programs and initiatives for Clackamas County, by providing and coordinating education, technical assistance, planning, and program delivery.

These positions are non-supervisory, journey level positions.

Required Minimum Qualifications/ Transferrable Skills:*

• At least one (1) year of experience in a sustainability, waste reduction and/or resource conservation field

• At least one (1) year of experience in coordinating and managing projects

• Experience conducting research, tracking data, and interpreting and generating reports

• Experience in creating and delivering presentations and/or providing training to groups

• Experience dealing effectively with customer service inquiries and complaints

• Experience working with and establishing new relationships with and within businesses or other organizations

• Experience developing informational and educational materials (e.g. posters, brochures, reports, and electronic newsletters)

• Strong verbal and written communication skills, including ability to clearly convey technical and procedural information to individuals at all levels of knowledge and understanding of the subject

• Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.

RESPONSIBILITIES

General typical duties of a Sustainability Analyst include but are not limited to the following:

  • Assists in the design and implementation of waste reduction, sustainability, and materials management programs, and provides customer service to a variety of customers on sustainability, waste reduction and solid waste issues. (The position working on commercial food waste will focus on business and non-profit customers.)

  • Assists with the administration of the Clackamas County solid waste collection franchise system; communicates solid waste ordinances and rules; provides input and supportive analysis for administrative regulations, policies, and materials management planning; works with franchised collectors on routine garbage and recycling issues.

  • Builds partnerships that improve the effectiveness and reach of these efforts. Represents the program as needed at local or regional meetings, and as needed in the planning and implementation of solid waste, waste reduction, and recycling programs.

  • Assists with the evaluation of programs and initiatives by tracking progress, metrics, analyzing data and reporting results. Tracks and reports technical assistance provision and/or outreach; maintains data; may use and support administration of customer relationship management tools.

  • Plans, implements, and participates in outreach and education, including development of strategy, exhibits, resources, presentations, interactive activities, and special community events. May support, train, and coordinate volunteers.

  • Researches and ensures adequate supplies of resources as needed to support technical assistance, outreach and education.

Typical duties specific to the Sustainability Analyst position with a focus on food waste reduction, composting, and donation among businesses also include but are not limited to the following:

  • Assist with review of and consultation on the design, location and adequacy of commercial garbage and recycling enclosures per the Zoning and Development Ordinance, working as necessary with Planning staff, garbage and recycling companies, and developers.

  • Provides information, education, and on-site technical assistance and consultations on waste reduction, recycling and sustainable practices and policies to businesses, schools, and other groups; conducts waste audits and evaluations; certifies workplaces and schools that adopt sustainable practices; provides training to employees or other audiences; speaks before a variety of audiences; and, responds to inquiries about sustainability, recycling and other waste reduction programs.

Typical duties specific to the Sustainability Analyst position with a focus on sustainability coordination for the County and on our resilience and preparedness include but are not limited to the following: 

  • Within County operations and in the community, assists with the development and implementation of sustainability, resource conservation or materials management initiatives or programs, in areas such as waste reduction and recycling, climate and energy, green purchasing, and employee engagement. (The position focused on sustainability coordination for County operations will also assist with planning for a resilient solid waste system in disasters.)

  • Writes and/or produces materials (brochures, pamphlets, newsletters, webpages, signage, and presentations) for public education and promotion of sustainability, waste reduction, and recycling; develops presentations; assists in the production of creative media with public affairs. May coordinate with other staff, vendors, garbage and recycling companies, chambers of commerce, or other local governments on content and production.

 

QUALIFICATIONS

Thorough knowledge of: Sustainability, materials management, waste reduction, and resource conservation practices, programs, and activities; effective approaches in catalyzing communities, organizations, and individuals, to develop and adopt such practices; concepts of sustainability as applied in communities and in organizations; techniques of research, project management and community or customer engagement; English grammar and composition.

Working knowledge of: Recycling, collection programs, and materials lifecycle concepts; State, regional and local laws and goals governing materials management and recycling; practices and techniques of public relations and marketing; office methods and procedures.

Skill to: Work as part of a team or independently; communicate effectively, both orally and in writing; provide high quality customer service and technical assistance in sustainability, waste reduction, and related practices and policies, for organizations and communities; encourage and motivate adoption of best practices and participation in related programs; recruit and coordinate volunteers and committee members; interpret applicable laws, regulations and rules; research, analyze and evaluate complex problems and devise solutions; establish and maintain effective working relationships with diverse groups; effectively use word processing, spreadsheet, publishing/design, and presentation software; accurately record and report activities; deliver presentations and trainings to various audiences.
  

WORK SCHEDULE

This position works 40 hours during a standard workweek of either Monday through Friday (5/8) or Monday through Thursday (4/10 with Fridays off). Specific hours of work will be discussed with the candidates selected for these positions at the time an offer of employment is extended.
